Abstract

Background and Aims: Sustainable national development requires strong collaboration between government agencies and local communities. In the context of globalization and rapid socio-economic changes, communities must be empowered to establish shared rules or charters that reflect their needs, promote participation, and strengthen social cohesion at the local level. This study aims to analyze the development of a collaborative local charter between government agencies and the public, focusing on establishing common rules at the sub-district level to enhance community strength and self-management.

Methodology: The study employs an academic analysis approach by examining existing community structures, reviewing relevant concepts such as community participation and empowerment, and analyzing the needs of local people in developing a participatory charter.

Results: The findings indicate that successful charter development relies on active participation from all stakeholders, including community members and government agencies. The process involves collaborative planning, implementation, monitoring, and continuous revision. The resulting charter serves as a practical framework that reflects local contexts, promotes collective responsibility, reduces conflicts, and enhances sustainable community development.

Conclusion: A collaboratively developed local charter is an effective tool for guiding community development. It fosters participation, strengthens local governance, and enables communities to adapt to changing conditions. Moreover, such a model can be applied to other localities to achieve unified and sustainable development outcomes.
