Abstract

Background and Aims: School safety is a fundamental factor that affects the quality of educational management. Schools with effective safety management systems help build confidence among students, parents, and surrounding communities (OBEC, 2021). The Ministry of Education has designated “Safe School” as one of the key goals for improving education quality under the National Education Plan (2023–2037), emphasizing prevention, instillation, and suppression measures to mitigate potential hazards in schools. However, according to the Deep South Watch (2024), Pattani Province remains one of the areas where safety incidents continue to occur, impacting students’ learning environments and the mental well-being of teachers and educational personnel. Therefore, implementing school safety operations in this region is of great importance. The objectives of this study were to: 1) examine the level of school safety operations under the Office of Pattani Primary Educational Service Area 2, 2) compare the differences in safety operations by gender, age, educational qualification, work experience, and school size, and 3) propose guidelines for developing sustainable and systematic school safety operations.

Methodology: The sample consisted of 303 teachers and educational personnel under the Office of Pattani Primary Educational Service Area 2. The sample size was determined using the Krejcie and Morgan (1970) table. Stratified random sampling was applied based on school size, followed by simple random sampling using a non-replacement lottery method. The research instrument was a questionnaire with a reliability coefficient of .906. Data were analyzed using frequency, percentage, mean, standard deviation, t-test, and F-test.

Results: 1) The overall level of school safety operations in schools under the Primary Educational Service Area Office Pattani 2 was found to be high. 2) The comparison of school safety operations revealed that teachers and educational personnel with different gender, age, educational qualifications, work experience, and school size did not differ in their overall opinions regarding school safety operations. However, those with different levels of work experience significantly differed in their opinions on the suppression dimension at the .05 level. And 3) The synthesis of recommendations for school safety operations indicated that prevention should emphasize physical and administrative safety measures, such as CCTV installation, security patrols, access control, and regular emergency drills. Instillation should focus on cultivating safety awareness among all stakeholders by teaching survival skills, first aid, and integrating safety knowledge into subjects and school activities. Suppression requires firm and explicit measures to address risky behaviors—such as weapons, substance abuse, or bullying—through an effective reporting system, collaboration with police and local authorities, and activities that promote shared responsibility and respect for others, ultimately fostering a sustainable school safety culture.

Conclusion: Schools under the Office of Pattani Primary Educational Service Area 2 demonstrate a high level of safety operations. However, continuous improvement is needed in building a strong and systematic safety culture, especially in instilling safety consciousness among students and strengthening collaboration networks between schools, communities, and related agencies. These efforts will enhance sustainability and establish a model for other educational areas.
