A Causal Relationship Model Affecting People's Participation in Waste Management in Local Administrative Organizations in the Northeastern Region

Abstract

Background and Objective: Waste management is an important issue that affects the quality of life of people and the environment at the local level. The rate of waste is increasing due to the expansion of communities and economic activities. Effective waste management requires cooperation from all sectors, especially the public. This research aims to: (1) study the level of participation in waste management of people in local administrative organizations in the Northeast, (2) study the causal factors that influence people's participation in waste management in local administrative organizations in the Northeast, And (3) create and confirm a model of causal factors that influence people's participation in waste management in local administrative organizations in the Northeast.

Research Methodology: The mixed method research was used, divided into 2 phases: Phase 1 studied the level of participation and causal factors affecting waste management of local people in the Northeastern region. The sample consisted of 400 people in the Northeastern region, obtained by defining the sample group according to Taro Yamane's formula and using the proportional sampling method and simple random sampling method. The data collection tool was a 5-level rating scale questionnaire with a reliability of .729. Data were analyzed using descriptive statistics, mean, percentage, standard deviation, and structural equation analysis (SEM). Phase 2 created and confirmed the participation model in waste management of local people in the Northeastern region. The target group consisted of 20 qualified persons and stakeholders, selected purposively. The research tool used an interview form.

Results: (1) The level of participation in waste management of the people in local administrative organizations in the Northeast region was overall at a high level, (2) Causal factors that influenced the participation in waste management of the people in local administrative organizations in the Northeast region, ranked by the coefficient of overall influence from highest to lowest, were structural and policy factors, personal factors, and social factors, And (3) factors were able to explain the variation in the participation in waste management of the people in local administrative organizations in the Northeast region by 48.30 percent (R² = 0.483) significantly. At the .01 level of statistical fit, the model is consistent with the empirical data, P-Value = 0.207, / = 1.630, GFI = 0.994, CFI = 0.992, RMSEA = 0.04, SRMR = 0.03, and 3) the causal relationship factor model affecting the participation in waste management of the people in the local administrative organizations in the Northeastern region as follows: (3.1) Development of structural and policy factors, (3.2) Development of personal factors, And (3.3) Development of social factors. The results of the model confirmation are most appropriate, and experts have consistent opinions.

Conclusion: People in the Northeast participate in waste management to a high degree, with 3 important factors affecting participation: structure and policy, personal factors, and social factors, which predict participation by 48.30 percent. The model used is consistent with the empirical data and has been confirmed by experts as highly appropriate. The main recommendations are to develop structures and policies, promote people's knowledge and attitudes, and create a social environment that supports participation in waste management.
