Abstract

Background and Aims: A quality school can be assessed by considering whether its students possess virtues, ethics, and desirable characteristics, as well as the school's curriculum and learning processes, its buildings and facilities, and the overall environment that supports learning. A quality school also collaborates with the community in managing education. Teachers and staff receive quality development, and the school has recognized outstanding achievements. Therefore, to establish a quality school, there must be readiness in teaching and learning management, appropriate equipment and facilities that support learning, qualified personnel, and mechanisms to ensure active participation from all sectors in the learning process for students. This research aimed to 1) study the level of Quality Schools based on the policy of the 1 District 1 Quality Schools. 2) Examine the factors affecting the Quality Schools based on the policy of the 1 District 1 Quality Schools. and 3) develop a predictive equation for the factors influencing the Quality Schools based on the policy of the 1 District 1 Quality Schools.

Methodology: The sample group comprised 331 individuals, including school administrators, deputy administrators, and teachers under the Nakhon Ratchasima Primary Educational Service Area Office 5, selected through stratified random sampling based on the districts where the schools are located. The research tool used was a questionnaire focusing on the factors affecting the Quality Schools based on the policy of the 1 District 1 Quality Schools, using a 5-point Likert scale. The content validity ranged from 0.80 to 1.00. The reliability value of the questionnaire is equal to 0.95. Data were analyzed using statistical methods such as frequency, percentage, mean, standard deviation, Pearson’s correlation, and stepwise multiple regression.

Results: The research findings revealed that: 1) The level of the Quality Schools based on the policy of the 1 District 1 Quality Schools was rated at a high level overall. When analyzed by individual aspects, all were rated at a high level. The highest-rated aspect was "organizational climate", followed by " students meeting quality standards". 2) The factors affecting the Quality Schools based on the policy of the 1 District 1 Quality Schools were overall at a high level. When analyzed by individual aspects, all were at a high level. The highest-rated aspect was "management", followed by "participation". 3)Organizational Leadership Factors, environmental factors, and participation had a statistically significant joint influence on the implementation of the Quality Schools based on the policy of the 1 District 1 Quality Schools at the .05 level. Environmental factors had the highest influence, followed by the participation and organizational leadership. These factors could explain 71.20% of the variance in the implementation of the Quality Schools based on the policy of the 1 District 1 Quality Schools.

Conclusion: Organizational Leadership Factors, environmental factors, and participation had a statistically significant joint influence on the implementation of the Quality Schools based on the policy of the 1 District 1 Quality Schools at the .05 level. Environmental factors had the highest influence, followed by the participation and organizational leadership. These factors could explain 71.20% of the variance in the implementation of the Quality Schools based on the policy of the 1 District 1 Quality Schools.
