พัฒนาการของการดำเนินการต่อแรงงานต่างด้าว, 2521 – 2551: มุมมองของรัฐและนโยบาย

จากการที่ประเทศไทยได้รักษาความสามารถในการแข่งขันทางเศรษฐกิจด้วยการพึ่งพิงแรงงานทักษะต่ำ ราคาถูกอย่างต่อเนื่อง และให้ความสำคัญกับการพัฒนาเทคโนโลยีน้อย ทำให้ประเทศ ไม่สามารถสร้างนโยบายที่เข้มแข็งเกี่ยวกับแรงงานต่างด้าว นอกจากการกำหนดนโยบาย ที่ไม่สอดคล้องกับบริบท ความไม่สมดุลระหว่างอุปสงค์กับอุปทานแรงงาน และเป้าหมายที่ไม่ชัดเจน ด้วยสภาพดังกล่าวประเทศไทยต้องเผชิญกับปัญหาหลายด้าน รวมถึงการที่ผู้กระทำผิดกฎหมาย ได้รับประโยชน์ จากการมีแรงงานเข้าเมืองไม่ถูกต้องตามกฎหมายว่าด้วยคนเข้าเมือง
บทความนี้เน้นวิเคราะห์พัฒนาการเกี่ยวกับมาตรการที่ประเทศไทยได้ เลือกใช้เพื่อตอบ สนองกับกระแสแรงงานต่างด้าวระหว่าง 2521 – 2551 เพื่อนำเสนอมุมมองใหม่ เพื่อทำความเข้าใจนโยบายการจัดการแรงงาน ต่างด้าวของประเทศไทย ผ่านมุมมองของรัฐในแต่ละช่วงการเปลี่ยนผ่าน และพบว่า การพัฒนาของนโยบาย ที่เกี่ยวข้องนั้นไม่ได้ถูกออกแบบอย่างเป็นองค์รวม แต่แยกส่วนจากตลาดแรงงานในประเทศ และขาดการวางแผนระยะยาว รวมถึงการละเลยสาเหตุที่แท้จริงของปัญหา ประเด็นความมั่นคงของชาติ เป็นปัจจัยพื้นฐานที่มีความสำคัญมากที่สุดต่อการแก้ไขปัญหาดังกล่าว ทั้งนี้ ความพยายามแก้ไขปัญหาแรงงาน ต่างด้าวกว่าสามทศวรรษของประเทศไทยนั้น ถือว่ายังไม่ประสบผลสำเร็จ
