การแก้ไขปัญหาการบริหารจัดการน้ำท่วมของเทศบาลตำบลป่าแมต อำเภอเมืองแพร่ จังหวัดแพร่

Abstract

การศึกษาเรื่อง การแก้ไขปัญหาการบริหารจัดการน้ำท่วมของเทศบาลตำบลป่าแมต  อำเภอเมืองแพร่ จังหวัดแพร่ มีวัตถุประสงค์เพื่อ 1) ศึกษาและสำรวจด้านกายภาพของพื้นที่ศึกษาความเหมาะสมเพิ่มเติมทั้งทางด้านการสำรวจภูมิประเทศ  2) เสนอผลการศึกษาความเหมาะสมของแนวทางเลือกต่างๆ ของการออกแบบระบบป้องกันน้ำท่วม 3) วิเคราะห์แนวทางเลือกที่ดีที่สุดเพื่อแก้ไขปัญหาน้ำท่วมพื้นที่ชุมชนในเขตเทศบาลตำบลป่าแมต อำเภอเมืองแพร่ จังหวัดแพร่

ผลจากการศึกษาได้เสนอแนวทางการแก้ไขปัญหาการบริหารจัดการน้ำท่วมของเทศบาลตำบลป่าแมต อำเภอเมืองแพร่ จังหวัดแพร่ โดยการก่อสร้างคันป้องกันน้ำท่วมตามแนวตลิ่งของลำน้ำแม่ยม ซึ่งเป็นพื้นที่ชุมชนและปรับปรุงขุดลอกลำน้ำแม่ยม ให้มีขนาด รูปร่าง และความลาดชันที่เหมาะสม ออกแบบให้รองรับน้ำหลากที่คาบปีการเกิด 50 ปี และที่คาบปีการเกิด 100 ปี โดยมีทางเลือกระบบป้องกันน้ำท่วม 3 ทางเลือก 

สำหรับการวิเคราะห์เปรียบเทียบโครงการ (B/C Ratios) และนำทุกทางเลือกมาเปรียบเทียบวิเคราะห์การลงทุน
(B/C) พบว่า แนวทางการแก้ไขปัญหาการบริหารจัดการน้ำท่วมของเทศบาลตำบลป่าแมต อำเภอเมืองแพร่ จังหวัดแพร่ ทางเลือกที่ 1 มีความเหมาะสมทางเศรษฐศาสตร์อยู่ในเกณฑ์ที่สามารถรองรับปริมาณน้ำหลากที่คาบการเกิด 50 ปี และทางเลือกที่ 3 มีความเหมาะสมทางเศรษฐศาสตร์อยู่ในเกณฑ์ที่สามารถรองรับปริมาณน้ำหลากที่คาบการเกิด 100 ปี

Problem Solving for Flood Management of Paa Maed Sub-District Municipality,  Mueang Phrae District,  Phrae Province

Paa Maed Sub-District Municipality, Mueang Phrae District, Phrae 

The study titled: Problem solving for flood management of Paa maed Sub-district Municipality (PSM), Mueang Phrae district, Phrae province, had the objectives to:  1) Study and survey the physical characteristics of the studied area and additional suitability including the survey of its geography; 2) Present the studies of the suitability of different alternatives of the flood prevention system design; 3) Analyze for the best alternative to solve the flooding problem of the PSM communities.

The results of the study presented the guidelines for solving the flood management problems of PSM by building flood prevention dikes along the bank of Mae Yom river which was the community area and dredging the Mae Yom river so it had the suitable size, shape and slope and designed it so it could prevent the 50 year high water or 100 year high water with three alternatives of flood prevention to choose from.

The results of project comparative analysis or B/C ratios and investment analysis (rB/rC)  concluded that the study of guidelines for solving flood management problem of  PSM  found                                            

Alternative 1 to be suitable economically for the criteria in preventing the 50 year-high water and Alternative 3 to be suitable economically for preventing the 100 year-high water.
