Abstract

การศึกษาสำรวจสภาวะต้นทุนศักยภาพและทิศทางการพัฒนา จังหวัดพะเยานั้นได้ดำเนินการจัดประชุมเพื่อระดมความคิดเห็นเพื่อการวิจัยแก้ปัญหาใน 5 ด้านคือ 1) ด้านสิ่งแวดล้อม 2) ด้านอาหารปลอดภัย 3) ด้านสุขภาพ 4) ด้านผลิตภัณฑ์ชุมชน และ 5) ด้านการท่องเที่ยว ในพื้นที่ใน 9 อำเภอ ของจังหวัดพะเยา ได้แก่ อำเภอภูกามยาว อำเภอดอกคำใต้ อำเภอแม่ใจ อำเภอปง อำเภอจุน อำเภอเชียงคำ อำเภอเชียงม่วน อำเภอภูซาง และอำเภอเมือง โดยมีกลุ่มและหน่วยงานต่าง ๆ ในพื้นที่เข้าร่วมเสนอความคิดเห็นในมิติของปัญหาที่ต้องการแก้ไขเร่งด่วนและประเด็นเพื่อการส่งเสริมและพัฒนา ในแต่ละทุกอำเภอ ซึ่งพบว่าโจทย์ทั้ง 5 ด้าน ของภาพรวมของทั้งจังหวัดพะเยานั้น โจทย์ด้านสิ่งแวดล้อมเป็นด้านที่ต้องการให้มีการพัฒนามากที่สุด คือ ร้อยละ 43 รองลงมา คือ ด้านการท่องเที่ยว ด้านอาหารปลอดภัย และด้านผลิตภัณฑ์ชุมชนและสุขภาพเป็นลำดับสุดท้าย สำหรับการศึกษาสำรวจสภาวะต้นทุนศักยภาพนั้น ได้มีการรวบรวมข้อมูลพื้นที่ แผนพัฒนา แผนที่ และข้อมูลพื้นฐานต่างๆ ของแต่ละอำเภอในจังหวัดพะเยา นำไปวิเคราะห์ประกอบกระบวนการลำดับชั้นเชิงวิเคราะห์ เพื่อลำดับความสำคัญในการเรียงลำดับโจทย์วิจัยทั้ง 5 ด้าน 

 

A Survey on the Potentiality Capital and Development Directions of Phayao Province

A survey on the potentiality capital and development directions of Phayao Province was conducted with an aim of brainstorming for a problem-based study in five domains, namely environment, food safety, health, community products, and tourism. The investigation covered nine districts: Phukamyao district, Dok Kham Tai district, Mae Jai district, Pong district, Jun district, Chiang Kham district, Chiang Muan district, Phusang district, and Amphur Muang Phayao, with local groups and agencies participating in presenting problems requiring urgent solutions and topics requiring promotion and development in their respective districts. It is found that; overall, the environment was in the highest need of development, 43%, followed by tourism, food safety, community products, and health respectively. Regarding the potentiality capital, the data were collected from the localities, development plans, maps and basic data of each district. The data were then analyzed by the Analysis Hierarchy Process in order to prioritize the five domains of study.
