รูปแบบการจัดกิจกรรมเรือพายเพื่อส่งเสริมการท่องเที่ยวเชิงกีฬาและความเข้มแข็งของชุมชน Management Model for Longboat Activity to Promot the Sport Tourism and Strengthen Community

Abstract

บทคัดย่อ

           การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อสร้างรูปแบบการจัดการกิจกรรมเรือพายเพื่อส่งเสริมการท่องเที่ยวเชิงกีฬาและความเข้มแข็งของชุมชน  เป็นการวิจัยปฏิบัติการแบบมีส่วนร่วม โดยใช้กระบวนการแบบ PAOR มีวิธีการเก็บรวบรวมข้อมูล ดังนี้ ศึกษาจากเอกสารที่เกี่ยวข้อง การสัมภาษณ์แบบกึ่งโครงสร้าง  จากผู้ให้ข้อมูล การสนทนากลุ่มย่อย การสังเกตแบบมีส่วนร่วม ผู้ให้ข้อมูลประกอบด้วย 1) กลุ่มผู้เชี่ยวชาญที่เกี่ยวข้องกับการจัดกิจกรรมการแข่งขันเรือพายในจังหวัดน่าน 2) กลุ่มนักวิชาการด้านการท่องเที่ยวและวัฒนธรรมจังหวัดน่าน ร่วมกับกลุ่มผู้ที่มีความคุ้นเคยและใช้ประโยชน์จากแหล่งท่องเที่ยวหรือผู้มีความรู้ความเข้าใจในทรัพยากรการจัดการแข่งขันเรือพายและการท่องเที่ยว 3) สมาชิกในชุมชน นำข้อมูลที่ได้จากการสังเกต สัมภาษณ์ มาวิเคราะห์เพื่อนำมาสร้างรูปแบบกิจกรรมเรือพายเพื่อส่งเสริมการท่องเที่ยวเชิงกีฬา และความเข้มแข็งชุมชน

               ผลการวิจัยพบว่า ชุมชนมีส่วนร่วมกันในทุกขั้นตอนของการจัดทำรูปแบบ ประกอบด้วย กระบวนการบริหารจัดการกิจกรรม 4 ด้าน คือ 1) ด้านการวางแผน จำนวน 10 องค์ประกอบ คือ กำหนดชุมชนหลัก กำหนดผู้รับผิดชอบ เป้าหมาย วัตถุประสงค์ แผนการดำเนินงาน กิจกรรม แผนด้านบุคลากร บรูณาการร่วมกันภายในและภายนอกชุมชน งบประมาณ  ด้านสถานที่เหมาะสมกับการจัดกิจกรรมด้านการตลาด และชุมชนร่วมกันสะท้อนผล  2) ด้านการจัดองค์การจำนวน 5 องค์ประกอบ คือ ชุมชนร่วมกันกำหนดและออกแบบกิจกรรม โครงสร้างชมรมเรือพาย กำหนดคุณสมบัติ และจัดอบรมคณะกรรมการดำเนินการ  3) ด้านการนำไปปฏิบัติจำนวน 3 องค์ประกอบ คือ กลุ่มเป้าหมาย กระบวนการจัดกิจกรรม  และชุมชนได้รับผลประโยชน์จากกิจกรรม  4) ด้านการควบคุมจำนวน 3 ด้าน คือ ชุมชนร่วมกันสะท้อนผล จัดทำคู่มือ และการประเมินโดยชุมชนและ ส่วนประสมการตลาด มีอยู่ 3 องค์ประกอบ ด้านการประชาสัมพันธ์ กำหนดราคาค่าบริการด้านการท่องเที่ยว การสร้างและการนำเสนอภาพลักษณ์ด้านการท่องเที่ยวเชิงอนุรักษ์ให้สอดคล้องกับบริบทของในชุมชน มีความตระหนักถึงการทำงานและการเป็นเจ้าของชุมชนร่วมกันในการแก้ไขปัญหาและกำหนดทิศทางของชุมชนร่วมกันเพื่อเป็นแนวทางการพัฒนาความเข้มแข็งของชุมชน

Abstract   

           The purpose of this research was to create management model for longboat activity to promote the sport tourism and strengthen community. The research presented by Participatory Action Research : PAR, Use a PAOR process. Which collected data by user relevant secondary data, Semi-structured interview, Inclusion of the following: 1)A longboat activity specialist group that has been involved with the longboat racing in Nan province, Thailand. 2) An academic from the Tourism and Cultural Authority of Nan, Thailand, a intimate group that has benefit from the tourism or the people who have a understanding of longboat racing and a tourism.3) the analytical information by a members of the community.

               Results of the study yields the managerial model consisted of 4 elements management process were collaborative from the community as follows. 1)Planning-ten components includes community identification, the framework for collaborating community partnerships and a host plan, recruiting a manager and committee, establishing goals and objectives, creating action plans for activities, organizing personnel, budgetting, facilities and equipment, managing marketing activities, Reflection by the community. 2) Organizing-the five components for establishing and grouping of tasks include activities designed by the community, the longboat club and the committee.

3) Implementing-included target group and the activity process and the return to community

4) Controlling-the three included community reflection, a handbook and community assessment. Marketing Mix included mixed factors such as a promotion of public relations, service pricing and ecotourism encouragement. they the realized and arrived of community's problems and have a sense of belonging and  want to share direction for community’s management.
