แนวทางการพัฒนาการบริหารจัดการสนามกีฬาสวนเฉลิมพระเกียรติ 80 พรรษา เทศบาลตําบลท่ายาง จังหวัดเพชรบุรี Developing Guidelines for the Management of His Majesty the King's 80th Birthday Anniversary Thayang Municipality Sport Complex Phetchaburi Province

Abstract

บทคัดย่อ

                 การวิจัยครั้งนี้ มีวัตถุประสงค์ คือ (1) ศึกษาสภาพปัจจุบัน (สภาพที่เป็นจริง) และสภาพที่พึงประสงค์ (สภาพที่คาดหวัง) ของการใช้บริการของสนามกีฬาฯ และ (2) ศึกษาแนวทางการบริหารจัดการของสนามกีฬาฯ การวิจัยครั้งนี้ เป็นการวิจัยเชิงบรรยาย ซึ่งแบ่งออกเป็น 2 ระยะ ระยะแรก เป็นการวิจัยเชิงปริมาณ ตัวอย่างการวิจัย คือ ผู้ใช้บริการสนามกีฬาสวนเฉลิมพระเกียรติ 80 พรรษา เทศบาลตำบลท่ายาง จังหวัดเพชรบุรี จำนวน 280 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม วิเคราะห์ข้อมูลด้วยการวิเคราะห์สถิติบรรยาย และใช้เทคนิค Modified Priority Needs Index (PNI_modified) ระยะที่สอง เป็นการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญ คือ 1) ผู้บริหารสนามกีฬาฯ 1 คน 2) ผู้ดูแลสนามกีฬาฯ 2 คน 3) ผู้เชี่ยวชาญจากมหาวิทยาลัยราชภัฏเพชรบุรี 2 คน รวมจำนวน 5 คน เก็บรวบรวมข้อมูลด้วยการสัมภาษณ์เชิงลึก วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัยสรุปได้ดังนี้

1. การจัดลำดับความสำคัญของความต้องการจำเป็นของผู้ใช้บริการของสนามกีฬาฯ พบว่า ผู้ใช้บริการมีความต้องการจำเป็นในด้านการดำเนินงานที่มีคุณภาพสูงที่สุด (PNImodified = 0.41) รองลงมา คือ ด้านความสามารถของผู้ให้บริการ (PNImodified= 0.33) และด้านสภาพแวดล้อมสิ่งอำนวยความสะดวก (PNImodified = 0.15)


2. แนวทางการการพัฒนาการบริหารจัดการสนามกีฬาฯ แบ่งออกเป็น 3 ด้าน คือ (1) จัดทำแผนยุทธศาสตร์การประชาสัมพันธ์ร่วมกับกองประชาสัมพันธ์เทศบาลและมีการติดตามประเมินผล (2) มีการบูรณาการร่วมกับกองสาธารณสุขของเทศบาลเพื่อให้ความรู้ด้านการออกกำลังกายกับประชาชน (3) สนับสนุนผู้ให้บริการไปศึกษาดูงานเรียนรู้เพิ่มเติมจากสนามกีฬาต่าง ๆ ทั้งในส่วนของราชการและในส่วนของเอกชนเพื่อนำมาพัฒนาต่อยอดให้กับสนามกีฬาฯ ตลอดจนมีการติดตามประเมินผลหลังการศึกษาดูงานเพื่อให้ได้ผลลัพธ์ที่ดี

Abstract   

             The objectives of this research were (1) To study the current conditions (Actual condition) and desirable condition (Expected condition) of using the services of His Majesty the King's 80^th Birthday Anniversary Thayang Municipality Sports Complex, Phetchaburi Province, and (2) To study the developing guidelines of His Majesty the King's 80th Birthday Anniversary Thayang Municipality Sports Complex, Phetchaburi Province. By collecting quantitative data with questionnaires from a sample of 280 people and collecting qualitative data with in-depth interviews of 5 people, the research intended to find out the needs of the sport complex users and present development guidelines for the same.

             The research found out that quality requirement was the lightest needs

(PNI modified = 0.41), followed by the service provider's ability (PNI modified = 0.33) and the environment or facilities (PNI modified = 0.15) The research suggests the following guidelines: 1) the quality of the operation is to formulate a public relations strategy together with the Municipal Public Relations Division and follow-up evaluation as well as integration with the Public Health Division of Municipalities to provide exercise knowledge to the public. (2) Staff competency can support service providers to study, learn more from various sports fields, both in the government sector and in the private sector, for further development of the stadium. As well as following up and evaluating after the study for good results.
