Organizational Management and Good Governance Affecting Effectiveness of Subdistrict Administrative Organizations in Nong Khai Province

งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาระดับประสิทธิผลขององค์การบริหารส่วนตำบลในจังหวัดหนองคาย 2) เพื่อศึกษาการจัดการองค์กรและการบริหารจัดการบ้านเมืองที่ดี ที่ส่งผลต่อประสิทธิผลขององค์การบริหารส่วนตำบลในจังหวัดหนองคาย และ 3) เสนอแนวทางการพัฒนาประสิทธิผลขององค์การบริหารส่วนตำบลในจังหวัดหนองคาย โดยใช้วิธีวิจัยแบบผสมผสาน วิธีวิจัยเชิงปริมาณเก็บข้อมูลด้วยแบบสอบถามประชากรในพื้นที่ขององค์การบริหารส่วนตำบลในจังหวัดหนองคาย กลุ่มตัวอย่างจำนวน 400 คน ได้จากการใช้สูตรกลุ่มตัวอย่างของ Taro Yamane สถิติที่ใช้ประกอบด้วย ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความถดถอยพหุคูณ การวิธีวิจัยเชิงคุณภาพใช้การสัมภาษณ์ ผู้ให้ข้อมูลสำคัญประกอบด้วยนายกองค์การบริหารส่วนตำบล รวมผู้ให้ข้อมูลจำนวน 15 คน
ผลการวิจัยพบว่า 1) ประสิทธิผลขององค์การบริหารส่วนตำบลในจังหวัดหนองคายประกอบด้วย การจัดองค์กรและการบริหารจัดการบ้านเมืองที่ดี 14 ด้าน ในภาพรวม อยู่ในระดับมากทุกด้าน ซึ่งประกอบด้วย หลักคุณธรรมจริยธรรม, หลักการกระจายอำนาจ, หลักความเสมอภาค,หลักการมีส่วนร่วม/มุ่งเน้นฉันทามติ, หลักนิติธรรม, หลักตอบสนอง, หลักประสิทธิภาพ, หลักรับผิดชอบสามารถตรวจสอบได้, หลักเปิดเผย/โปร่งใส, หลักประสิทธิผล, การจัดองค์การ, การนำ, การควบคุม และการวางแผน ตามลำดับ 2) การศึกษาปัจจัยที่ส่งผลต่อประสิทธิผลขององค์การบริหารส่วนตำบลในจังหวัดหนองคาย เรียงลำดับค่าสัมประสิทธิ์จากมากไปน้อยพบว่า ตัวแปร หลักความเสมอภาค (X11) หลักเปิดเผย/โปร่งใส (X9) หลักคุณธรรมจริยธรรม (X14) หลักประสิทธิผล (X5) และหลักการกระจายอำนาจ (X13) มีสัมประสิทธิ์ถดถอย 0.612 0.502 0.441 0.412 และ0.375 ตามลำดับ และค่าสัมประสิทธิ์ในการทำนาย (R2) เท่ากับ 0.85 สามารถทำนายผลได้ร้อยละ 85 สามารถเขียนสมการการวิเคราะห์การถดถอยพหุคูณในรูปคะแนน ได้ดังนี้ =9.092+0.612 (X11)+0.502(X9)+0.441(X14)+ 0.412(X5)+0.375(X13) สำหรับสมการพยากรณ์ในรูปคะแนนมาตรฐาน =0.558(X5)+0.502(X13) +0.405(X14)+0.335(X11)+0.324(X9) และ 3) ข้อเสนอแนวทางการพัฒนาประสิทธิผลขององค์การบริหารส่วนตำบลในจังหวัดหนองคาย ด้านสาธารณูปโภคชุมชน ควรจัดสรรงบประมาณเพื่อดูแลแสงสว่างทางเดินให้มากขึ้น เป็นการพัฒนาในด้านการประกอบอาชีพและด้านเศรษฐกิจของชุมชนให้มีตลาดในรูปแบบถนนคนเดิน ด้านการป้องกันและบรรเทาสาธารณภัยควรมีการลดภาระค่าใช้จ่ายในการสื่อสารของอาสาสมัครเพื่อการแจ้งเหตุภัยมากขึ้น ด้านการบริการสาธารณสุขชุมชน ควรมีการเพิ่มจุดรับแยกประเภทขยะในชุมชน ด้านพัฒนาทรัพยากรธรรมชาติและสิ่งแวดล้อมควรมีการสนับสนุนงบประมาณซ่อมแซมทางสรรจรเพื่อการเข้าถึงแหล่งท่องเที่ยวตามธรรมชาติ
