Development of Systems and Mechanisms for Good Management Under Good Governance Kaeng Loeng Chan Subdistrict, Mueang District, Maha Sarakham

การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) สำรวจความคิดเห็นของประชาชนและบุคลากรที่มีต่อระบบกลไกการบริหารจัดการขององค์การบริหารส่วนตำบลแก่งเลิงจาน จังหวัดมหาสารคาม (2) เพื่อศึกษาระดับธรรมาภิบาลของการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลแก่งเลิงจาน จังหวัดมหาสารคาม และ (3) ศึกษาปัจจัยที่ส่งผลต่อระบบกลไกการบริหารจัดการที่ดีภายใต้หลักธรรมาภิบาลองค์การบริหารส่วนตำบลแก่งเลิงจาน จังหวัดมหาสารคาม เครื่องมือที่ใช้ในการเก็บข้อมูลโดยใช้แบบสอบถามและการสนทนากลุ่ม ใช้วิธีการสุ่มตัวอย่างแบบง่าย (Simple Random Sampling) จำนวน 422 ตัวอย่าง วิเคราะห์ข้อมูลโดยใช้หาค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยแบบพหุคูณ (Multiple Regression Analysis)
ผลการวิจัยพบว่า (1) ระดับความคิดเห็นของบุคลากรและประชาชนที่มีต่อระบบกลไกการบริหารจัดการที่ดีภายใต้หลักธรรมาภิบาลองค์การบริหารส่วนตำบลแก่งเลิงจาน จังหวัดมหาสารคาม ด้านการประยุกต์ใช้แนวคิดการบริหารจัดการภาครัฐแนวใหม่ ได้รับการประเมินมากที่สุด (= 4.45) รองลงมา คือ ด้านประสิทธิผลของการสื่อสาร (=4.44) ส่วนด้านที่ได้รับการประเมินน้อยที่สุด คือ ความสามารถในการสนองตอบต่อความต้องการของประชาชนผู้รับบริการ (= 4.10) (2) การประเมินระดับธรรมาภิบาลในการบริหารจัดการขององค์การบริหารส่วนตำบลแก่งเลิงจาน จังหวัดมหาสารคาม พบว่า หลักความโปร่งใส่ และหลักความคุ้มค่า ได้รับการประเมินระดับมากที่สุด (= 4.42) ส่วนด้านที่มีผลการประเมินน้อยที่สุด คือ หลักคุณธรรม (= 4.22) และ (3) ปัจจัยที่ส่งผลต่อระบบกลไกการบริหารจัดการที่ดีภายใต้หลักธรรมาภิบาลองค์การบริหารส่วนตำบลแก่งเลิงจาน จังหวัดมหาสารคาม มีจำนวน 2 ปัจจัย ได้แก่ (1) ความสามารถของผู้ปฏิบัติงาน และความสามารถในการนำเทคโนโลยีมาใช้ในองค์การ ค่าสัมประสิทธิ์ถดถอยในรูปคะแนนดิบ คือ 0.052 ค่าสัมประสิทธิ์ถดถอยในรูปคะแนนมาตรฐาน คือ 0.275 ตัวแปรดังกล่าวสามารถอธิบายระบบกลไกการบริหารจัดการที่ดีภายใต้หลักธรรมาภิบาล องค์การบริหารส่วนตำบลแก่งเลิงจาน จังหวัดมหาสารคาม ได้ร้อยละ 58.30 (R2 = 0.583 , F = 25.909) อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05
