Abstract

The purpose of this research was to 1) study the of current conditions, dependent conditions and needs are necessary to enhance the efficiency of teacher service. and 2) to study the development guidelines for enhancing the efficiency of teachers. The process of research divided into two steps. The first step is study the level of current conditions, dependent conditions and needs are necessary to enhance the efficiency of teacher. The sample group was Educational personnel 214 people. The research instrument was a questionnaire. 0.80–1.00 of Index of Objectives Congruency and current conditions for 0.95 of reliability, 0.32 – 0.73 of discrimination, expected conditions for 0.96 of reliability, 0.40–0.77 of discrimination and interview form The statistics used to analyze the data were mean, percentage, and standard deviation.

            The results of the research were as follows: 1) The current state of enhancing the efficiency of teacher performance moderate and the expected state highest level, The study of the priority needs index between 0.48 – 0.55 Sorted from high to low as follows:: Performance evaluation , Personnel development, Pension and employee welfare. 2) The development guidelines for enhancing the efficiency of public service teachers is a program to develop the efficiency of public service teachers. consisting of 1) principles, 2) objectives, 3) content, 4) development activities and 5) measurements. There are 4 modules: Module 1 on Performance evaluation, Module 2 on Personnel development. Module 3 on Pension and module 4 on employee welfare. The overall program evaluation results were appropriate at the highest level and the probability was at the highest level.
