The Strategies of Disaster Prevention and Mitigation Department, Nong Khai Municipality, Nong Khai Province

Abstract

Disaster prevention and mitigation is an important mission of Nong Khai Municipality. If operated effectively, it will build confidence for people who live and operate. The objectives of this research were (1) to study the operating situation, performance problems and obstacles; (2) to analyze the potential; and (3) to formulate a strategic plan for disaster prevention and mitigation of Nong Khai Municipality. The target population included workers and representatives of the private sector. The data were collected through interviews and brainstorming sessions. The results showed that

1. Regarding the operating conditions, it was found that there was still a lack of proactive action, planning ahead, clear assignments and concrete operational improvements performance. The response was rather delayed due to the distance and traffic conditions. The problems and obstacles included narrow roads. and the deterioration of materials.
2. Through the analysis of the potential using SOAR Analysis, it was found that the strength was the staff knew in the route very well with high experience. They had unity and proactively coped with floods and storms. The opportunity was that the mayor cared. The community was collaborative and needs response skills. The motivation was that all parties wanted to reduce the disaster and improved staff’s well-being. The result was a good reporting system, quick response, skilled community, temporary accommodation and damage from disasters was reduced.

           3. With respect to the disaster prevention and mitigation strategic plans, we found that: (1) improving the accuracy of location notification by sharing location; (2) increasing the capacity of the community through emergency response education; (3) increase the participation of the community through the creation of a community plan; (4) integration of work; and (5) increasing incentives for performing duties with special compensation.
