การวิจัยนี้มีวัตถุประสงค์ เพื่อ 1) ศึกษาสภาพปัจจุบันและความคาดหวังของครูต่อการปฏิบัติดตาม บทบาทด้านการบริหารงานบุคคลของคณะกรรมการศึกษาธิการจังหวัดขอนแก่น และ2) ศึกษา ข้อเสนอแนะของครูต่อการปฏิบัติดตามบทบาทด้านการบริหารงานบุคคลของคณะกรรมการศึกษาธิการจังหวัดขอนแก่น การวิจัยกำหนดเป็น 3 ระยะ คือระยะที่ 1 ศึกษาสภาพปัจจุบันและความคาดหวังของครูต่อการปฏิบัติดตามบทบาทด้านการบริหารงานบุคคลของคณะกรรมการศึกษาธิการจังหวัดขอนแก่นกลุ่ม ตัวอย่างจำนวน 322 คน เครื่องมือที่ใช้ในการวิจัย คือแบบสอบถาม สถิติที่ใช้วิเคราะห์ข้อมูล คือความถี่ ร้อยละ ค่าเฉลี่ยค่าส่วนเบี่ยงเบนมาตรฐาน วิเคราะห์ข้อมูลโดยใช้โปรแกรมคอมพิวเตอร์สำเร็จรูป และเทคนิค Modified Priority Needs Index (PNI Modified) ระยะที่ 2 ศึกษาข้อเสนอแนะของครูต่อการปฏิบัติดตามบทบาทด้านการบริหารงานบุคคลของคณะกรรมการศึกษาธิการจังหวัดขอนแก่น โดยศึกษาจาก ผู้ทรงคุณวุฒิ 9 คน โดยการสัมภาษณ์ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1. สภาพปัจจุบันการปฏิบัติดตามบทบาทด้านการบริหารงานบุคคลของคณะกรรมการศึกษาธิการจังหวัดขอนแก่นในภาพรวมมีค่าเฉลี่ยอยู่ในระดับมาก ส่วนความคาดหวังของครูในภาพรวมมีค่าเฉลี่ยอยู่ ในระดับมาก โดยเรียงลำดับตามค่าเฉลี่ยจากมากไปหาน้อย 3 ลำดับ ดังนี้
(1) การบรรจุแต่งตั้ง
(2) การกำหนดนโยบายการบริหารงานบุคคล และ
(3) การประเมินผลการบริหารงานบุคคล ตามลำดับ 2. ข้อเสนอแนะของครูต่อการปฏิบัติดตามบทบาทด้านการบริหารงานบุคคลของคณะ กรรมการศึกษาธิการจังหวัดขอนแก่น ประกอบด้วย
(1) ควรมีการดำเนินการพิจารณาให้ความเห็นชอบในการโยกย้ายด้วยความเป็นธรรม และคำนึงถึงความจำเป็นของภารกิจงาน หรือปริมาณของแต่ละโรงเรียนและ
