Abstract

Abstract

       This research is a mixed quantitative and qualitative methods research. Objective of this research was to study and develop a model for public services television channel, Thai PBS, management. Quantitative datum were surveyed from 361 persons from The government public relation department staffs, Office of the national broadcasting and telecommunication commission staffs, Thai public broadcasting service staffs, academician, and Thai PBS watcher and listener council members by using questionnaire. Development of Thai PBS channel management model deployed Delphi Technique with 15 persons from Thai public broadcasting service executives, academician, and Thai PBS watcher and listener council members. Compile and analysis of quantitative datum were using statistics principle of frequency, percentile, median, and quartile range.

          The finding reveals that, overall component of Thai PBS channel management were very highly appropriate, for considering in details, overall on-air program which divided into 3 types, namely, news, documentary, and recreation were very high, channel staffs had good basic media skills, overall technology used was high appropriate, the channel use up to date technology equipment and instrumentation, which result to high quality produced programs.

          Three groups of expert were mostly agreed and high conformed to each other’s on the proposed Thai PBS management development model. When consider in details, it was found that for program aspect, all working programs must promote the participation of all population and stake holders without any commercial benefit. Political, Social, economics, and sport news should focus on facts, accurate, in time, diverse, fast, and complete dimensions. For entertainment program, should promote good social values, quality and morality development based on Thai-ness, defense children and youth from violence, conform with outlaw and morality acts, and strictly not to use of insult words. All programs should produce at high quality and useful to community based on accurate information, logical analysis, neutral, justice, confidence with others, realize in personal right, working in conform with duty and responsibility, accept in diversify thinking, continuing staff development, offer opportunity to staff on technological problems, and should deploy information technology to expanding service channel for public interests.
