บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ส่งผลต่อการเสริมสร้างให้เกิดความร่วมมือในการจัดการทรัพยากรชุมชน ศึกษาศักยภาพของทรัพยากรธรรมชาติ การใช้ประโยชน์จากทรัพยากรชุมชน และแนวทางการอนุรักษ์ทรัพยากรชุมชน และ สร้างกลไกบริหารจัดการทรัพยากรชุมชน ด้วยกระบวนการแบบมีส่วนร่วมกับภาคีในพื้นที่บ้านไสเหนือ ตำบลนาหลวงเสน อำเภอทุ่งสง จังหวัดนครศรีธรรมราช วิธีดำเนินการวิจัยเป็นการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม เก็บรวบรวมข้อมูลจากแบบสอบถามจากประชาชนในพื้นที่ จำนวน 97 คน แบบสัมภาษณ์เกี่ยวกับศักยภาพของทรัพยากรธรรมชาติ การใช้ประโยชน์จากทรัพยากรชุมชน และแนวทางการอนุรักษ์ทรัพยากรชุมชน และกระบวนการสนทนากลุ่มแบบมีส่วนร่วม ซึ่งเน้นการสังเคราะห์ร่วมกันระหว่างกลุ่มต่างๆ ในชุมชนจากผู้นำชุมชน ผู้นำองค์กร และเจ้าหน้าที่ภาครัฐ จำนวน 10 คน และ สร้างกลไกบริหารจัดการทรัพยากรชุมชน ผลการวิจัยพบว่า 1) ปัจจัยที่ส่งผลต่อการเสริมสร้างให้เกิดความร่วมมือในการจัดการทรัพยากรชุมชนมีค่าเฉลี่ยรวมเท่ากับ 4.41 (S.D. = 0.55) เมื่อแยกเป็นรายด้าน พบว่า ด้านการมีส่วนร่วมในด้านการรับผลประโยชน์ มีค่าเฉลี่ยสูงสุดเท่ากับ 4.51 (S.D. = 0.50) อยู่ในระดับมากที่สุด 2) ชุมชนบ้านไสเหนือเป็นชุมชนที่มีทรัพยากรธรรมชาติที่สำคัญ ได้แก่ ป่าชุมชน แหล่งน้ำ และพื้นที่เกษตรกรรม โดยมีระบบการบริหารจัดการที่ผสมผสานกันระหว่างกฎระเบียบของชุมชน ภูมิปัญญาท้องถิ่น และการสนับสนุนจากหน่วยงานภาครัฐ 3) กลไกการบริหารจัดการทรัพยากรชุมชนแบบมีส่วนร่วมประกอบด้วย (1) การจัดตั้งคณะกรรมการบริหารจัดการทรัพยากรชุมชนที่มีตัวแทนจากทุกภาคส่วน (2) การบริหารจัดการทรัพยากรป่าไม้และสิ่งแวดล้อมผ่านมาตรการอนุรักษ์ (3) การจัดการน้ำและพลังงานโดยพัฒนาระบบกักเก็บน้ำและส่งเสริมการใช้พลังงานหมุนเวียน และ (4) การใช้ที่ดินและทรัพยากรทางการเกษตรอย่างเหมาะสม
