ความสัมพันธ์ระหว่างการบริหารพัสดุเชิงกลยุทธ์กับการบรรลุเป้าหมาย ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดนครพนม สกลนคร และมุกดาหาร

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทดสอบความสัมพันธ์ระหว่างการบริหารพัสดุเชิงกลยุทธ์กับการบรรลุเป้าหมายขององค์กรปกครองส่วนท้องถิ่นในจังหวัดนครพนม สกลนคร และมุกดาหาร โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูลจากหัวหน้าเจ้าหน้าที่พัสดุภายในองค์กร จำนวน 300 แห่ง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ สถิติเชิงพรรณนา (Descriptive Statistics) ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) การวิเคราะห์สหสัมพันธ์แบบพหุคูณ และการวิเคราะห์การถดถอยแบบพหุคูณ ผลการวิจับพบว่า 1) การบริหารพัสดุเชิงกลยุทธ์ ด้านการใช้พัสดุและการจัดเก็บพัสดุ มีความสัมพันธ์และผลกระทบเชิงบวกกับการบรรลุเป้าหมายองค์กรด้านความคุ้มค่า และด้านการมีประสิทธิภาพและประสิทธิผล 2) การบริหารพัสดุเชิงกลยุทธ์ด้านการควบคุมพัสดุ มีความสัมพันธ์และผลกระทบเชิงบวกกับการบรรลุเป้าหมายองค์กร ด้านความคุ้มค่า ด้านความโปร่งใส และด้านการมีประสิทธิภาพและประสิทธิผล 3) การบริหารพัสดุเชิงกลยุทธ์ ด้านการจำหน่ายพัสดุ มีความสัมพันธ์และผลกระทบเชิงบวกกับการบรรลุเป้าหมายองค์กร ด้านความโปร่งใส และด้านการมีประสิทธิภาพและประสิทธิผล และ 4) การบริหารพัสดุเชิงกลยุทธ์ด้านการจัดหาพัสดุ ไม่มีความสัมพันธ์และผลกระทบเชิงบวกกับการบรรลุเป้าหมายองค์กร จากผลการวิจัยในครั้งนี้ องค์กรควรให้ความสำคัญกับการบริหารพัสดุเชิงกลยุทธ์ ในการช่วยสนับสนุนการดำเนินงานในด้านต่างๆ ให้มีประสิทธิภาพ โดยบริหารจัดการทรัพยากรที่มีอยู่อย่างประหยัดและก่อให้เกิดความคุ้มค่าและเกิดประโยชน์สูงสุด มีการบริหารจัดการพัสดุเชิงระบบมีการวางแผน ปรับปรุง และพัฒนาประสิทธิภาพการปฏิบัติงานของเจ้าหน้าที่ผู้ปฏิบัติงานด้านพัสดุ ส่งเสริมและสนับสนุนให้องค์กรมีการบริหารงานด้านพัสดุด้วยความโปร่งใส ตรวจสอบได้ และเป็นแนวทางในการป้องกันการทุจริตขององค์กร ทำให้เกิดประสิทธิผลสูงสุดในการทำงานและบรรลุวัตถุประสงค์ขององค์กรต่อไป
