บทคัดย่อ
การวิจัยมีวัตถุประสงค์เพื่อศึกษาคุณค่าอันโดดเด่นเป็นสากลของพระธาตุพนม ศึกษาเปรียบเทียบคุณค่าอันโดดเด่นเป็นสากลขององค์พระธาตุพนม และเสนอแนะแนวทางด้านการบริหารจัดการพื้นที่ วิธีดำเนินการวิจัย ศึกษาแนวคิดและทฤษฎีที่เกี่ยวข้อง การลงสำรวจพื้นที่ การสังเกตในพื้นที่แบบมีส่วนร่วม และเอกสารฉบับสมบูรณ์ ร่วมกับแบบสัมภาษณ์เชิงลึกจากผู้เชี่ยวชาญ 8 คน คัดเลือกกลุ่มตัวอย่างแบบเจาะจง รวมทั้งหมด 6 แหล่ง ผลการวิจัยพบว่า การศึกษาคุณค่าอันโดดเด่นเป็นสากล ประกอบไปด้วย 3 เกณฑ์ คือ เกณฑ์ที่ 1 การเป็นศิลปะผสมผสานและพัฒนามาเป็นรูปแบบสถาปัตยกรรมที่มีความโดดเด่นเฉพาะ เกณฑ์ที่ 2 รูปแบบสถาปัตยกรรมมีอิทธิพลต่อการเป็นต้นแบบพระธาตุเจดีย์ที่เป็นเอกลักษณ์อันโดดเด่นใน
ภาคตะวันออกเฉียงเหนือ และเกณฑ์ที่ 6 มีการสืบทอดวัฒนธรรม ประเพณีมีการเชื่อมโยงกับการบูชาพระอุรังคธาตุ การศึกษาเปรียบเทียบ พบว่า แหล่งที่สามารถใช้เป็นแนวทางในการขอขึ้นทะเบียนเป็นมรดกโลกทางวัฒนธรรมมากที่สุด คือ วัดมหาโพธิ์ (พุทธคยา) และกลุ่มวัดบุโรพุทโธ การเสนอแนะแนวทางด้านการบริหารจัดการพื้นที่พบว่า แบ่งออกเป็น 2 ด้าน คือ
การวางแผนและการดำเนินงานอนุรักษ์บริเวณพื้นที่ เสนอแนะแนวทางด้านการบริหารจัดการพื้นที่ผ่านกระบวนการมีส่วนร่วมในทุกภาคส่วน และมุ่งเน้นในระดับพื้นที่ คือ วัดและชุมชนเป็นหลัก เนื่องจากเป็นเจ้าของพื้นที่ และหน่วยงานราชการระดับพื้นที่และส่วนกลาง จำเป็นต้องช่วยสนับสนุนการบริหารจัดการให้มีพื้นที่ร่วมกันจะทำให้เกิดความยั่งยืนต่อไป
