บทคัดย่อ
การวิจัยนี้ศึกษาปัญหาที่มีผลต่อการปฏิบัติงานทางบัญชีโดยใช้ระบบการบริหารการเงินการคลังภาครัฐแบบอิเล็กทรอนิกส์ (GFMIS) โดยศึกษากรณีบุคลากรปฏิบัติงานด้านการเงินในศาลในสังกัดสำนักงานศาลยุติธรรมประจำภาค 7 มีวัตถุประสงค์เพื่อศึกษาข้อขัดข้องในการจัดทำและส่งเงินค่าธรรมเนียมศาล ค่าปรับ และเงินกลางเป็นรายได้แผ่นดิน และเปรียบเทียบการปฏิบัติงานของบุคลากรด้านการเงิน ใช้รูปแบบการวิจัยแบบผสมผสาน โดยข้อมูลเชิงคุณภาพเก็บจากการสนทนากลุ่มด้วยการบันทึกเทปและวิเคราะห์เนื้อหา และข้อมูลเชิงปริมาณวิเคราะห์ด้วยโปรแกรม SPSS โดยใช้ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1) ศาลมีนโยบายการเงินและบัญชีที่ชัดเจน บุคลากรตรงสายงาน ครุภัณฑ์ทันสมัยเพียงพอ มีการอบรมและปรับปรุงคู่มืออย่างสม่ำเสมอ และมีวิธีการแก้ไขเมื่อลงระบบผิดพลาด 2) บุคลากรด้านการเงินพัฒนาตนเองอย่างสม่ำเสมอ 3) มีการจัดการควบคุมความเสี่ยงและป้องกันความผิดพลาดในการปฏิบัติงานได้อย่างมีประสิทธิภาพ และ 4) บุคลากรมีความรู้ทางวิชาชีพ ปฏิบัติตามจรรยาบรรณ และทำงานตามกรอบเวลาที่กำหนด สรุปได้ว่า แม้นโยบายการปฏิบัติงานจะทันต่อการเปลี่ยนแปลงและบุคลากรมีความรู้และทักษะทางบัญชีในกรอบจริยธรรม แต่บุคลากรสำรองที่ทำงานทดแทนมักขาดความชำนาญเนื่องจากขาดการทบทวนความรู้ที่ได้รับการอบรม ส่งผลให้เกิดความผิดพลาดบ่อยครั้ง จึงควรจัดระบบหมุนเวียนการปฏิบัติงานอย่างสม่ำเสมอ เพื่อป้องกันการส่งเงินขาดจำนวน เกิน ซ้ำ หรือผิดประเภทบัญชี
