ตัวแบบทุนมนุษย์ในการจัดการความรู้สู่การพัฒนาที่ยั่งยืนตามปรัชญาของเศรษฐกิจพอเพียง: กรณีศึกษาชุมชนต้นแบบแห่งหนึ่ง จังหวัดจันทบุรี

บทคัดย่อ
ประสบการณ์ในอดีตได้เสริมสร้างความตระหนักถึงความจำเป็นในการรับมือกับความไม่แน่นอนและการเปลี่ยนแปลงในหลากหลายมิติ ทุนมนุษย์เป็นกลไกสำคัญในการสร้างความแข็งแกร่งและความยั่งยืนให้กับองค์การทุกภาคส่วน การศึกษาครั้งนี้จึงมีวัตถุประสงค์ 1) เพื่อศึกษาปัจจัยเงื่อนไขของทุนมนุษย์ที่ส่งผลต่อการพัฒนาที่ยั่งยืน และ 2) เพื่อนำเสนอตัวแบบทุนมนุษย์และการจัดการความรู้เพื่อการพัฒนาที่ยั่งยืนตามปรัชญาของเศรษฐกิจพอเพียง โดยมุ่งเน้นด้านการผลิตและการบริโภคในชุมชนที่ได้รับการประเมินเป็นหมู่บ้านต้นแบบเศรษฐกิจพอเพียงจากกระทรวงมหาดไทย เก็บรวบรวมข้อมูลด้วยการสัมภาษณ์เชิงลึกและการสนทนากลุ่มย่อยกับผู้มีส่วนเกี่ยวข้องในชุมชน จำนวน 21 คน โดยใช้วิธีการคัดเลือกแบบเจาะจงและแบบลูกโซ่ ผลการศึกษาพบว่า ชุมชนมีปัจจัยด้านทุนมนุษย์ที่พร้อมต่อการพัฒนาสู่ความยั่งยืน ประกอบด้วย ความหลากหลายของทุนมนุษย์ การแบ่งบทบาทหน้าที่ที่ชัดเจน และความโดดเด่นของภูมิปัญญาด้านเกษตรอินทรีย์ โดยมีมิติสำคัญ ได้แก่ 1) ผู้นำชุมชนที่มีกรอบคิดแบบมุ่งพัฒนา ใช้ความรู้และทักษะในการสร้างความไว้วางใจ สร้างเครือข่าย และบูรณาการองค์ความรู้ต่างๆ ขณะเดียวกันยังให้ความสำคัญกับการพัฒนาทุนมนุษย์อย่างจริงจัง และ 2) สมาชิกชุมชนที่มีความพร้อมด้านทัศนคติ ค่านิยม การจัดการสิ่งแวดล้อมและสังคม รวมถึงการแก้ไขปัญหา ปัจจัยเงื่อนไขที่ได้จากการสัมภาษณ์เชิงลึกและการสนทนากลุ่มย่อยได้รับการสกัดและสังเคราะห์ภายใต้กรอบแนวคิดทฤษฎี เพื่อพัฒนาเป็นตัวแบบการจัดการทุนมนุษย์เพื่อการพัฒนาที่ยั่งยืน ซึ่งประกอบด้วย 3 องค์ประกอบ ได้แก่ 1) การเรียนรู้ตลอดชีวิต 2) การนำปรัชญาเศรษฐกิจพอเพียงมาใช้ในการดำเนินชีวิต และ 3) การสร้างความรู้และความเข้าใจในชุมชน โดยตัวแบบนี้มุ่งให้ชุมชนอื่นนำไปปรับใช้ได้ต่อไป ทั้งนี้ เพื่อให้เกิดความสำเร็จ หน่วยงานภาครัฐควรสนับสนุนชุมชนอย่างเป็นรูปธรรม โดยนำภูมิปัญญาท้องถิ่นมาสังเคราะห์ในเชิงวิชาการ เพื่อจัดทำเป็นแนวปฏิบัติที่เป็นระบบนำไปสู่ความมั่นคงและความยั่งยืนในระยะยาว
