กลยุทธ์การพัฒนาสมรรถนะทุนมนุษย์ของกรุงเทพมหานคร ตามหลักธรรมทางพระพุทธศาสนา

บทคัดย่อ

บทความนี้มีวัตถุประสงค์เพื่อนาเสนอสภาพทั่วไปของการพัฒนาสมรรถนะทุนมนุษย์
ของกรุงเทพมหานคร พบว่า 1 ด้านคุณธรรมและจริยธรรม ได้แก่ การครองตนและประพฤติปฏิบัติ
ตนถูกต้องตามหลักคุณธรรม จริยธรรม มีความสานึก และรับผิดชอบต่อตนเอง ตาแหน่งหน้าที่
ตลอดจนวิชาชีพของตน เพื่อธารงรักษาศักดิ์ศรีแห่งอาชีพข้าราชาการ 2 ด้านการบริการดี ได้แก่
พฤติกรรมที่แสดงถึงความตั้งใจ ความพยายาม ความพร้อมในการให้บริการประชาชน และอุทิศ
เวลาเพื่อตอบสนองความต้องการของผู้รับบริการ 3 ด้านการมุ่งผลสัมฤทธิ์ ได้แก่ ความมุ่งมั่นในการ
ปฏิบัติราชการให้เกิดผลสัมฤทธิ์ตามมาตรฐานและคุณภาพงานที่กาหนดและ/หรือให้เกิดจาก
มาตรฐานที่กาหนด 4) ด้านการทางานเป็นทีม ได้แก่ การทางานโดยมีพฤติกรรมที่สามารถทางาน
ร่วมกับผู้อื่นได้สามารถรับฟังความคิดเห็นของสมาชิกในทีม เต็มใจเรียนรู้จากผู้อื่น และมี
ความสามารถในการสร้างและรักษาสัมพันธภาพกับสมาชิก 5) ด้านการสั่งสมความเชี่ยวชาญในงาน
อาชีพ ได้แก่ ความขวนขวาย สนใจใฝุรู้เพื่อพัฒนาศักยภาพ ความรู้ ความสามารถของตนในการ
ปฏิบัติงานราชการ ด้วยการศึกษาค้นคว้าหาความรู้ พัฒนาตนเองอย่างต่อเนื่อง อีกทั้งยังรู้จักพัฒนา
ปรับปรุงประยุกต์ใช้ความรู้เชิงวิชาการและเทคโนโลยีต่างๆ เข้ากับการปฏิบัติงานให้เกิดผลสัมฤทธิ์
หลักพุทธธรรมเพื่อพัฒนาสมรรถนะทุนมนุษย์ของกรุงเทพมหานคร พบว่า 1) ศีล คือ
การศึกษา เป็นการพัฒนาวินัยขององค์กร กฎระเบียบ ข้อบังคับ อุปนิสัย บทบาททางสังคม พัฒนา
ให้ทุนมนุษย์มีกฎระเบียบที่เอื้อต่อการสร้างสมรรถนะทุนมนุษย์ของกรุงเทพมหานคร 2) สมาธิ คือ
การฝึกอบรม เป็นการพัฒนาคุณธรรมจริยธรรม พัฒนาประสิทธิภาพและประสิทธิผลระบบบริหาร ขีดสมรรถนะทรัพยากร สร้างความเข้มแข็งกายใจ เสริมคุณภาพการทางานสุขภาพจิตดี รักษา
เสถียรภาพสมรรถนะในการทางาน 3) ปัญญา คือการพัฒนา เป็นการส่งเสริมคุณธรรมและ
จริยธรรม การบริการที่ดี การมุ่งผลสัมฤทธิ์ การทางานเป็นทีม การสั่งสมความเชี่ยวชาญในงาน
อาชีพ แก้ไขปัญหาต่างๆ ที่เกิดขึ้นตามวิธีทางแห่งอริยสัจ 4 เมื่อเกิดสภาวะแห่งปัญหา เรียนรู้และ
วิเคราะห์เหตุแห่งปัญหา ตั้งสมมติฐานเมื่อสภาพปัญหาหมดไป แล้วแสวงหาแนวทางแก้ปัญหานั้น
