Abstract

This academic article aims to propose an integrated conceptual framework for strengthening democracy in the context of an aging society by developing citizens to possess an “awakened” state, based on the concept of the “Four Bhavana,” namely physical development, moral development (sila-bhavana), mental development (citta-bhavana), and intellectual development (pañna-bhavana), which constitute a holistic human development process according to Buddhist principles. The research employs a documentary research methodology by analyzing Buddhist documents, Buddhist dictionaries, and contemporary academic literature, as well as data on the situation of older persons in Thailand during 2023–2024 (B.E. 2566–2567). It was found that Thailand has a population of 14,297,425 people aged 60 years and above, reflecting a continuous increase and a complete transition into an aging society.The results reveal an innovative finding that the Four Bhavana can be synthesized into an “Awakened Citizen Competency Framework” in a systematic manner across four dimensions: (1) discipline and responsibility toward public rules, (2) public ethics and respect for human dignity, (3) mindfulness and emotional stability to reduce polarization and susceptibility to information and emotional influence, and (4) the ability to think analytically and rationally, and to verify information prior to making public decisions. This reflects the concrete integration of Buddhist principles with democratic citizenship concepts.Therefore, the study proposes practical guidelines at three levels: individual, family, and community, along with policy recommendations that emphasize lifelong learning and the design of public spaces that facilitate political participation among older persons, in order to elevate their role from welfare recipients to active participants in shaping public directions, ultimately leading to a high-quality democracy grounded in reason, ethics, and sustainability.
