Abstract

Objectives of this academic article were to analyze the problems and to propose management approaches for local administrative organizations (LAOs) to address the complex context and increasing public expectations. Many LAOs remain trapped in traditional management models, leading to inefficiencies and chronic governance issues. The main problems analyzed encompassed two key dimensions: organizational and efficiency issues, and serious governance problems stemming from cronyism rather than effective organizational management. This included the abuse of power in appointments and procurement, and conflicts of interest that distorted public decision-making. Therefore, reform must focus on transitioning to a new model of public sector governance, with key strategies including transformational leadership, transparent and accountable governance, strategic human resource development, and participatory governance. The effective implementation of these approaches will enable LAOs to become efficient, agile, and trustworthy organizations, which are crucial foundations for sustainable local development and responsiveness to the needs of 21st-century citizens.
