This academic article studies the changing public awareness and desire to participate in scrutinizing government performance. The application of Buddhist principles is not merely ritualistic, but rather the cultivation of wisdom and compassion in this process. The application of these principles in government oversight amidst this era of change represents a transition to constructive participation, with "wisdom" and "compassion" as key core elements. Wisdom is the light that ensures scrutiny is based on truth. Compassion is the power driven by goodwill towards society, guiding the consideration of things without attachment to what is heard, but using critical thinking and reflection, not judgment based on prejudice or personal feelings. Wise scrutiny involves asking questions with curiosity to find the truth, not to blame, in order to understand the true intentions, problems, and impacts. Understanding the mechanisms and limitations of the bureaucratic system is a worldly practice that ensures criticism is based on possibility, reason, and fairness. While wisdom helps us see the truth, compassion is the power that enables us to access and scrutinize with goodwill, aiming to see the government and society as a whole improve. Compassionate scrutiny does not view civil servants as enemies. But it is the recognition of the human condition, that susceptibility to making mistakes, that is. The Four Sublime States of Mind (Brahma Vihara 4) are a crucial foundation: loving-kindness, compassion, sympathetic joy, and equanimity. Using loving-kindness in scrutiny means offering constructive suggestions in polite language, not publicly shaming or undermining morale. Using compassion means guiding towards solutions with understanding. Using sympathetic joy means praising the government when they perform well. And using equanimity means not letting personal feelings cloud judgment, but judging based on fair principles and reasoning, leading to sustainable development.
