THE STATE IN A BORDERLESS WORLD: PUBLIC ADMINISTRATION IN AN ERA OF GLOBALIZATION

Abstract

This article aimed to analyze the transformation of the state’s role in the globalization era and proposed appropriate public administration approaches for a borderless world. The analysis revealed that states face five major challenges: sovereignty being challenged by international organizations and multinational corporations, complex global issues such as climate change and pandemics, uncontrollable global economic volatility, the digital revolution and cyber threats, and rising public expectations in the information age. The study proposed five public administration approaches to address these challenges: promoting openness and cooperation with all sectors, utilizing technology and innovation to develop digital government, strengthening good governance and transparency to build trust, developing public sector human resources with future skills, and adopting proactive and flexible adaptation strategies. Additionally, the study presented two new conceptual frameworks: Meta-Governance that extends services into virtual reality and the Metaverse, and Dynamic Data-Driven Governance that employs artificial intelligence for real-time data analysis to enable continuous decision-making and adaptation. The findings indicated that public administration in the globalization era requires the integration of advanced technology with strategic management to create smart, flexible states capable of leading society toward sustainable prosperity in an interconnected world.
