THE CONDITIONS AND NEEDS ASSESSMENT OF THE LEADERSHIP SYSTEM IN QUALITY SCHOOL UNDER THE OFFICE OF CHIANG RAI PRIMARY EDUCATIONAL SERVICE AREA 1

This research aimed: 1. To analyze the current and desired states of organizational leadership systems in quality schools under the Chiang Rai Primary Educational Service Area Office 1, and 2. To assess the priority needs for developing organizational leadership systems in those schools. This quantitative research, data were collected from 186 samples who were school administrators and teachers under the Chiang Rai Primary Educational Service Area Office 1 during the 2024 academic year. The research instrument was a five-point Likert scale questionnaire. Data were analyzed using percentage, mean, standard deviation, and Priority Needs Index Modified (PNIModified).
The findings revealed that: 1. Both the current and desired states of the organizational leadership system in quality schools under the Chiang Rai Primary Educational Service Area Office 1 were at a high level,by overall; and 2. the priority needs for improving the organizational leadership system, ranked from highest to lowest based on the PNIModified index, were: strategic leadership capability, results orientation, creating opportunities for personnel participation, and monitoring, supervision, and evaluation related to future impacts.
