DEVELOPMENT OF MASS TRANSIT SYSTEMS WITH THE GLOBAL POSITIONING SYSTEM (GPS) OF THE BANGKOK MASS TRANSIT AUTHORITY (BMTA)

Abstract

Objectives of this research were: 1. To study the development of mass transit; 2. To study the factors affecting the development of mass transit; and
3. To study the implementation results of mass transit with the GPS of BMTA. This research was conducted using a qualitative research approach by a group of 29 key informants, consisting of 1. 5 administrators of relevant agencies, 2. 5 operating staff working on mass transit using the GPS of BMTA, and 3) 19 stakeholders and persons involved. In-depth interviews and group discussions were used.

The research results showed that 1. the development of mass transit with the GPS of BMTA is a public policy that the government requires relevant agencies to implement to provide convenient and safe services to the public. 2. The policy for developing mass transit with the GPS of BMTA has impacts on organizational restructuring, personnel, organizational competency, and cooperation and resistance to change. 3. The results of policy implementation in developing mass transit with the GPS of BMTA revealed that the BMTA lacks organizational flexibility and efficient integration and has a shortage of personnel in technology and the intervention of policymakers.
