THE DEVELOPMENT OF PROTECTING MODEL FOR THE ELDERLY RIGHTS: LEARNING TO ENHANCE ACTIVE AGING

Objectives of this research article were to: 1. Study legal problems on the elderly’s rights and welfare in accordance with Thai Law 2. Analyze and compare the Act on the Elderly between Thailand, Sweden, and United States and 3. Develope appropriate laws to protect the rights and add the welfare of elderly and this study was the qualitative research, collected data from document, textbooks, research papers, academic articles and the conclusion.
The results revealed as follows: 1. Elderly right protection and welfare were wholly inadequate for elderly living. Therefore, the Act on the Elderly B.E. 2546 must be amended especially for disabled elderly. 2. Analyzing and comparing laws of right protection and welfare between Thailand and Sweden and USA. were found Thai laws should be amended for providing technology welfare to take care of elderly and increasing state pension for disabled elderly. 3. After appropriate development of law to protect the rights and welfare for elderly; The Act on Elderly B.E. 2546 have to be amended as follows: 1) long term care is needed for normal elderly and disabled elderly. 2) welfare technologies should be used 3) personal care services at home should be provided for elderly who cannot take care of themselves
