FACTORS AFFECTING THE DIGITAL LITERACY AMONG GOVERNMENT PERSONNEL OF DEPARTMENT OF INDUSTRIAL WORKS

Objectives of this research were: 1. To study skills and comprehension and the use of digital technology classified by generations, 2. To study factors affecting skills, comprehension and digital technology uses, and 3. To propose the guideline for skills, comprehension and digital technology uses development for state personnel of the Department of Industrial Works, conducted by the mixed research methods, the quantitative and qualitative research. The tools were questionnaires and in-depth-interview script. The samples were 225 state personnel of the Department of Industrial Works. The key informants were 4 administrators responsible for information technology and digital technology with authority to approve and support the state personnel development in digital technology.
The results of the research were as follows: 1. Different generations had different levels of Digital Literacy at a statistically significant level of 0.05 (Sig = .000). 2. Factors affecting the Digital Literacy of government personnel Department of Industrial Works were development process factors and administrative factors. 3.Guidelines for developing Digital Literacy of the Department of Industrial Works government personnel were to define clear policies and guidelines, to support training courses and ideas exchange together, to develop information and communication technology infrastructure and set indicators and tangible rewards.
