PRACTICE OF GOOD GOVERNANCE OF THE REGIONAL PUBLIC ADMINISTRATION IN NAKHON RATCHASIMA PROVINCE

Abstract

          This research aims to study the level of good governance practice of the regional public administration in investigating problems and obstacles in the implementation of the practice, as well as to propose a development guideline for the good governance practice. It is developed as a mixed-method study with a total sample of 400 people.

          As for the findings, it is shown that the overall practice of good governance of the regional public administration in Nakhon Ratchasima Province is rated high for all aspects with a mean of 4.15. Considering aspects’ ranking from higher to lower mean, a disclosure/transparency value is illustrated with a mean of 4.21, an accountability value is found with a mean of 4.14, an efficiency value is upheld at a mean of 4.05, a morality/ethical value is demonstrated at a mean of 4.03, effectiveness is found with a mean of 4.02, a decentralization value is noted at a mean of 3.85, a participation/consensus orientated value is detected at a mean of 3.95, equality holds at a mean of 3.90, a responsiveness value is at a mean of 3.90, a rule of law is presented at a mean of 3.80. In addition, issues and obstacles in the implementation of good governance practices can be noticed from employees, organizational spoil system, lack of financial funds and facilities, decentralization, structure, and location.
