REDUCING INEQUALITY: A CONTEXTUAL ANALYSIS FOR MERGER OF OVERLAPPING AREAS OF LOCAL ADMINISTRATIVE ORGANIZATION IN NAKHON SAWAN PROVINCE

Abstract

Objectives of this research were to 1. Analyze contextual merger of overlapping area of local government organizations, 2. Synthesize a model for reducing inequality on the merger of overlapping area of local administrative organizations and 3. Develop and propose a policy suggestion to reduce inequality of local administrative organizations in Nakhon Sawan Province. The research methodology was qualitative on seminar, in-depth interviewing 40 key informants and focus group discussion by experts.

Findings of this research were as follows; 1. The merging context of overlapping areas of local administrative organization based on 7 factors as: 1) executives, governors or local politicians 2) finance and budget, 3) kinship of the people and politician, 4) political factors, 5) political communication for understanding, 6) power, benefit and economy, 7) inequality on the local. 2. Model for reducing inequality with local administrative organization merger of the overlapping area consisted of 3 aspects: economy, society and politics based on 4 factors: (1) determinant, (2) political psychology, (3) exchange (4) rational awareness and 3. The policy recommendation for disparity reducing of merger of overlapping areas of local administrative  organization in Nakhon Sawan Province were to operate by 4 issues: 1) to support the budget to drive, 2) support and push for readiness preparation, 3) initiation to create knowledge, understanding and cooperation at the local level, 4) reviewing the obstacles for development.
