Abstract

This research and development (R & D) with an integration of multi methods aims to 1) develop a model to support a good governance in the budget process that is appropriate to the context of the Thai public sectors management, and 2) evaluate the feasibility of using the model to support good governance in the budgeting process of public sectors, non-government organizations, and other governmental organizations. The 4 steps of the R & D were carried out including; 1) literature review, synthesis, and drafting the model (R1), 2) developing a draft model in accordance with problems and needs of a good governance in the budget process of Thailand by using Delphi technique (D1), 3) pilot study using interview (R2), 4) assessment the feasibility and appropriateness of the model using focus group, and developing the model (D2). The results showed that the components of the model supporting a good governance in the budget process that was appropriate to the context of the Thai public sectors management included principle, objectives, 23 guiding issues, and 76 guidance to supporting the good governance. The researcher proposed three recommendations including 1) policy (building public policy/national agenda in promoting and supporting the creation of good governance in the budget process, setting a mechanism or hosting organization to be responsible for driving the good governance, and encouraging a public participation in building the good government), 2) the model implementation (providing correct understanding about good governance, promoting proactive working, setting goals and planning with goal-driven model, creating a guidelines manual, and monitoring and evaluation, 3) suggestions for further research (doing research on the development of indicators and assessment’s criteria of the good governance in the national budget process, and studying in the different sample or running in-depth or wide research.
