A Study of Condition and Problems of Personnel Administration of Phra Pariyattidhamma Schools, General Education Division in Chiang Rai Province

The purposes of this study are to investigate the Study of Condition and Problems of Personnel Administration as well as to compare the opinions of the managers and teachers (with different positions and general education levels) towards the condition and problems of the Personnel Administration General Education division of Phra Pariyattidhamma Schools in Chiang Rai Province in the six following aspects of the Personnel Administration; 1) recruitment, 2) Personnel development, 3) performance evaluation, 4) compensation, 5) retention and 6) discharge. The population included 282 managers and teachers of General Education division of Phra Pariyattidhamma Schools in Chiang Rai Province. Three research instruments were utilized: 1) check list, 2) rating scale and 3) open ended questionnaires with the reliability value at 0.97. Data were analyzed with computer
software. The statistics used for the data analysis were percentage, mean (x ) and standard deviation (SD). The hypotheses were tested with (t-test). The data from the open ended instrument were analyzed regarding the contents and then interpreted in order to summarize and calculate frequencies.
The research findings were as follows:
- In overall, the mean of the Condition of Personnel Administration were at high level (3.76). The personnel development aspect had the highest mean (3.91), while the compensation aspect had the lowest mean (3.65).
- 2. The mean of the problems of the personnel Administration was medium (3.43). The recruitment aspect had the highest mean (3.47), but the compensation aspect had the lowest mean (3.38).
- By comparing the opinions of the managers and teachers towards the condition of the Personnel Administration, findings were as follows.1) The managers and teachers with different positions did not have different opinions towards the condition of Personnel Administration in overall, 2) The managers and teachers with different general education levels did not have different opinions towards the condition of the Personnel Administration in overall.
- The comparison of the opinions of the managers and teachers towards the problems of the Personnel Administration, the findings were as follows. 1) The managers and teachers with different positions did not have different opinions towards the problems of the Personnel Administration in overall, 2)The managers and teachers with different general education levels did not have different opinions towards the problems of the Personnel Administration in overall.
5. Recommendations are as follows. Firstly, recruitment plans should be made and positions should be clearly separated. Secondly, Personnel development plans should be prepared and the Personnel development should be emphasized. Thirdly, performance evaluation criteria should be set. Fourthly, the compensations for the employees should be valued. Fifthly, the employee retention should be focused. Sixthly, discharge criteria should be clearly set and consistent.
