THE MODEL FOR DEVELOPING OF OPERATIONAL EFFECTIVENESS OF SUB-DISTRICT MUNICIPALITIES IN NORTHEASTERN REGION OF THAILAND

This research was aimed to (1) study the operational effectiveness of Sub district Municipalities, (2) to the opinion about the factors influence operational effectiveness of Sub-district Municipalities, (3) to study the cause factor influence the operational effectiveness of Sub-district Municipalities in Northeastern region of Thailand, and (4) to establish and confirm the model for developing the operation effectiveness of Sub-district Municipalities in Northeastern Region of Thailand. The sample was 400 sub-district municipalities; those were selected by 20 units per 1 variable criteria and using the stratified random sampling, the key informant from each unit was representative of the executive, the council member, the releases, director of the Finance Division, Director of Engineering and Public sector; total for 2,400 persons. The instruments were (1) the rating scale questionnaire and the rubric scale questionnaire, to analyze by the descriptive statistics, Pearson Product Moment Correlation, and Path Analysis, (2) the in-depth-interview, the target population was the expertise who had a best experience for 10 persons; they were selected by purposive, using a Content Analysis to analyze data. The confirm model to verify by 24 Expertise, the data was analyzed by Content Analysis. The research result was found as follows; 1. The operational effectiveness of Sub-district Municipalities in Northeastern Region of Thailand as overall and all aspect was at moderated level, sorting mean from highest to lowest; the customer perspective, the financial perspective, the learning and growth perspective, and the internal process respectively. 2. The opinion about the factors influence operational effectiveness of Sub district Municipalities in Northeastern Region of Thailand found there was at high level for 4 issues and moderated level for 12 issues, sorting mean from highest to lowest; the job competencies, the core competencies, the leadership focus on interpersonal relationships, the career development, the leadership focus on influence the minds of their followers, the mission emphasize organization culture, the supported by national political parties, the pressure from civil politics, the employee development, the training, the leadership focus on ability to motivate people with wisdom, the participation organization culture, the organization development, the education, the leadership focus on ability to inspire, and the adaptation organization culture respectively. 3. The factors influence operational effectiveness of Sub-district Municipalities in Northeastern Region of Thailand were; the training (0.33), the supporting by national political (0.32), the leadership focus on influence the minds of their followers (0.24), the leadership focus on interpersonal relationships (0.21), the pressure from civil politics (0.15), the employee development (0.05), and the participation organization culture (0.03). Those variable could explain the operation effectiveness of Sub-district Municipalities for 55.60% (Rʻ=0.556, p-value .05) by statistical significant at .05 levels. And the relationship model of the cause factors influence the operational effectiveness of Sub-district Municipalities was consistent with the empirical data (X = 30.68, df = 22, p-value = 0.10284, GFI = 0.99, AGFI = 0.99, RMSEA = 0.01, RMR = 0.0061, CN = 3151.372) 4. The model for developing of operational effectiveness of Sub-district Municipalities in Northeastern Region of Thailand were (1) the national politics supporting development, and (2) increasing the pressure from civil politics, both must emphasized the following issue; the personnel training and development, the local administrators leadership development, the unity of personnel development, and the organization cultural development focused on participation.
