Abstract

          The objectives of this paper were 1) to study the level of participation of the people 2) to study the problems and needs of participation of people 3) to study the methods for enhancing the participation of people. Mixed methods, qualitative and quantitative research, were applied in this research. Four hundreds of people with eighteen years of age or more were the sample of research. Six leaders of various groups from four villages were interviewed. Questionnaire survey with five rating scale was used to collect quantitative data and in-depth interview was used to collect qualitative data. Percentage, mean, and standard deviation were used to analyze the data.
The results of research were as follows:
          1. The participation of people possessed the much level grand mean. Considering each dimension, it was found that participation in administration possessed the highest level mean which was followed by the participation in evaluation, and the participation in receiving benefits respectively while the participation in planning possessed the least level mean.
          2. The results of studying problems and needs about participation of people found that the people had a little participation in thinking and selecting the initiatives that should be financial allocated and implemented to develop the community, Robmueng Sub-district Administrative Organization (RSAO) did not investigate the real problems and needs of the people that could be used to set initiatives, executives of RSAO had chosen the initiatives based on their own judgment and wants rather than the problems and needs of people, there was a few of initiatives that were
