รูปแบบการบริหารจัดการเพื่อพัฒนากองทุนแม่ของแผ่นดินที่ยั่งยืน ในจังหวัดนครศรีธรรมราช

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการดำเนินงานและวิธีปฏิบัติที่ดีของกองทุนแม่ของแผ่นดิน โดยใช้วิธีวิเคราะห์เนื้อหาและสัมภาษณ์เชิงลึกซึ่งมีค่าความเชื่อมั่น 0.91 จากกองทุนตัวอย่าง 4 แห่ง ตรวจสอบข้อมูลแบบสามเส้า 2) พัฒนารูปแบบผ่านการสัมมนาร่วมกับผู้ทรงคุณวุฒิ 3) ตรวจสอบความเป็นประโยชน์และความเป็นไปได้ของรูปแบบ โดยใช้การวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า 1) สภาพการดำเนินงานของกองทุนแบ่งเป็น 3 ส่วน ได้แก่ (1) ปัจจัยนำเข้า คือ ทุนมนุษย์ ทุนทรัพยากร และทุนวัฒนธรรม (2) กระบวนการบริหาร 6 ด้าน ได้แก่ การบริหารจัดการ ภาวะผู้นำ การมีส่วนร่วม การดำเนินงานด้านยาเสพติด การบริหารเงินกองทุน และการสนับสนุนจากภาครัฐ (3) ผลลัพธ์ คือ ชุมชนปลอดยาเสพติด มีวัฒนธรรมพลังความดี และสามารถพึ่งพาตนเองได้ ส่วนวิธีปฏิบัติที่ดีของกองทุนมี 4 แนวทาง ได้แก่ การสร้างภูมิคุ้มกันยาเสพติด การยกย่องและสร้างแรงบันดาลใจ การพัฒนาและต่อยอดกองทุน และการสร้างเครือข่าย 2) รูปแบบและคู่มือที่พัฒนาขึ้นประกอบด้วย 5 ส่วน ได้แก่ หลักการ วัตถุประสงค์ วิธีดำเนินการ กลไกการบริหาร และเงื่อนไขความสำเร็จ และ 3) ประเมินว่ามีความโดยได้รับการเหมาะสมในระดับมากที่สุด ( = 4.77, S.D. = 0.51) และความถูกต้องในระดับมากที่สุด (
= 4.74, S.D. = 0.51) ส่วนการตรวจสอบความเป็นประโยชน์ ระดับมากที่สุด (
= 4.57, S.D. = 0.59) และความเป็นไปได้อยู่ในระดับมาก (
= 4.50, S.D. = 0.59)
