การพัฒนาการสื่อสารของสำนักงานตำรวจแห่งชาติ เพื่อลดปัญหาความขัดแย้งระหว่างองค์กรกับประชาชนด้วยหลักสาราณียธรรม 6

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1) พัฒนาการสื่อสารที่ใช้แก้ไขปัญหาความขัดแย้งระหว่างสำนักงานตำรวจแห่งชาติกับประชาชน 2) ปัจจัยที่ส่งผลการสื่อสารของสำนักงานตำรวจแห่งชาติ ในการลดความขัดแย้งระหว่างสำนักงานตำรวจแห่งชาติกับประชาชน และ 3) เสนอกระบวนการการพัฒนาการสื่อสารของสำนักงานตำรวจแห่งชาติ เพื่อลดปัญหาความขัดแย้งระหว่างองค์กรและประชาชน ด้วยหลักสาราณียธรรม 6 รูปแบบการวิจัยเป็นแบบผสานวิธี การวิจัยเชิงปริมาณ มีการใช้แบบสอบถาม เก็บข้อมูลจากกลุ่มตัวอย่าง จำนวน 376 คน และการวิจัยเชิงคุณภาพใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้สำคัญ จำนวน 6 คน สถิติที่ใช้ ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐาน โดยใช้ Regression และวิเคราะห์ข้อมูลโดยเนื้อหาพรรณนา
ผลการวิจัยพบว่า 1) การสื่อสารที่ใช้แก้ปัญหาความขัดแย้งระหว่างสำนักงานตำรวจแห่งชาติกับประชาชน อยู่ในระดับมาก 2) ปัจจัยที่ส่งผลต่อการสื่อสารของสำนักงานตำรวจแห่งชาติ พบว่า องค์ประกอบของความขัดแย้ง ส่งผลต่อการสื่อสารของสำนักงานตำรวจแห่งชาติ ได้ร้อยละ 86.8 และหลักสาราณียธรรม 6 ส่งผลต่อการสื่อสารของสำนักงานตำรวจแห่งชาติ ได้ร้อยละ 85.2 3) กระบวนการการพัฒนาการสื่อสารของสำนักงานตำรวจแห่งชาติ เพื่อลดปัญหาความขัดแย้งระหว่างองค์กรและประชาชน ด้วยหลักสาราณียธรรม 6 พบว่า การสื่อสารของสำนักงานตำรวจแห่งชาติ มีปัจจัยพื้นฐาน คือ องค์ประกอบของความขัดแย้ง นำมาประยุกต์กับหลักสาราณียธรรม 6 ประกอบด้วย (1) เมตตากายกรรม การประพฤติดี (2) เมตตาวจีกรรม การสื่อสารด้วยวาจาสุจริต (3) เมตตามโนกรรม การคิดดี ทำดี (4) สาธารณโภคี การแบ่งผลประโยชน์อย่างเท่าเทียม (5) สีลสามัญญตา การปฏิบัติตนตามระเบียบ (6) ทิฏฐิสามัญญตา มีความคิดเห็นไปในแนวทางเดียวกัน
