The Strategic Development of Educational Quality Assurance Operators Performance in Educational Institutions (Internal Quality Assurance) under Kamphaeng Phet Primary Educational Service Area Office 1 and 2

Abstract
The research aims to study conditions, problems, related factors and needs for performance development on quality of education insurance operators, develop strategies to improve the performance of education insurance operators, and assess the performance improvement strategy of insurance operators and quality of education in Educational Institutions (Internal Quality Assurance) under Kamphaeng Phet Primary Educational Service Area Office 1 and 2. (2) to develop strategies for developing the competency of internal education quality assurers within schools under the office of Kamphangphet Primary Educational Area Service,Area 1 and 2. (3) To assess strategies for developing the competency of internal education quality assurers within schools under the office of Kamphangphet Primary Educational Area Service,Area 1 and 2.Key Informants for this research were educational quality assurance management executives and practitioners of Kamphaeng Phet Primary Educational Service Area Offices 1 and 2. Data were collected by using questionnaires, focus group interviews, workshops, seminars with experts and strategy assessments. Analysis was statistically conducted by percentage, means, standard deviation and content analysis.
The study found that: (1) performance improvement conditions for educational quality assurance operators were in all four areas Plan Do Check Act (PDCA), but that quality assurance operators were not fully implemented and did not cover all four areas (PDCA). Related factors were found to be management, budget, policy and political factors. In terms of performance development, it is found highly capable tools for performance verification according to educational standards. (2) 8 strategies are developed: 1) strengthening the performance planning system of educational insurance operators in schools; 2) developing information technology for performance improvement of educational insurance operators in schools ; 3) creating effectiveness of the systematic improvement of the performance of educational quality assurance operators in schools; 4) accelerating the development of performance of educational quality assurance operators in schools; 5) developing a network of performance improvement of educational quality assurance operators in educational institutions 6) Enhancing resource management for quality assurance operators; 7) developing effective systems and mechanisms for monitoring, evaluating and evaluating performance of quality assurance operators; and 8) promoting the evaluation to plan continuous development. (3) The strategic assessment found that the strategies were consistent, appropriate, possible and the benefits were at the high and highest level.
