Strategy for the Development of Water Resources for Agriculture through Peace Innovation in Sawai Subdistrict Watershed Area, Prangku District, Sisaket Province

Abstract

The study has the objectives: 1) to investigate water scarcity problems as well as agricultural water demand in the Sawai Subdistrict Watershed area, Prangku District, Sisaket Province; 2) to investigate the strategic plans and to present the results of the strategic plans for agricultural water resource development through peace innovation in the Sawai Subdistrict Watershed area, Prangku District, Sisaket Province. The research tools included in-depth interview, SOAR method, participant observation, focus group discussion, and learning exchange activities with AIC techniques. The obtained data were analyzed by way of qualitative analysis. The target group included 33 community leaders and members.


          From the study, the following results are found:


          1) The Sawai Subdistrict Watershed area, the border between Sisaket and Surin provinces, has experienced water scarcity due to drought over the last nine months; as a result, agricultural water is only available for three months and is insufficient to meet the needs of the area's farmers, who farm twice a year. There have been many attempts in solving water scarcity problems, but they were unsuccessful due to a lack of participation from every sector, the community lacks knowledge and information in solving problems as a systematic approach.


          2) The strategic plans for agricultural water resource development consist of three principles: sharing the mutual goals (Ends), having tools or methods to analyze (Means), and determining the ways to achieve the collective goals (Ways). These strategic plans are based on the Buddhist peaceful means. People who are responsible for solving problems should be involved from the start to the end, take action, and have access to experienced mentors who can offer advice. This will lead to the strategic plan based on systematic problem solving in order to realize shared visions and missions, resulting in community unity. The use of strategic plans to develop agricultural water resources through peace innovation establishes a mechanism for achieving goals through driving vision and mission, which leads to the formation of a water management committee. The committee is made up of leaders who have shared perspectives on proper water management, which can lead to community cooperation in resolving water problems, changing from “I” to “We”. Furthermore, a "360-degree systematic idea analysis" is obtained in which the community has vision in the same direction, which is to have enough water sources and a good livelihood of people in the community.


In conclusion, each goal-sharing research knowledge is the Peace Water Drop symbolizing the droplets of peace.
