บทคัดย่อ
การปกครองส่วนท้องถิ่นไทย มี 2 รูปแบบใหญ่ คือ รูปแบบทั่วไป ซึ่งมีกระจายอยู่ทั่วประเทศ เรียงจากระดับบนลงระดับล่างตามลำดับ ได้แก่ องค์การบริหารส่วนจังหวัด เทศบาล องค์การบริหารส่วนตำบล (อบต.) และรูปแบบพิเศษ มี 2 แห่ง คือ กรุงเทพมหานครและเมืองพัทยา เมื่อวันที่ 28 พฤศจิกายน พ.ศ. 2564 รัฐบาลได้อนุญาตให้มีการเลือกตั้งท้องถิ่นระดับล่างขึ้น หลังจากถูกงดเว้นมาเกือบ 8 ปี คือ การเลือกตั้งของ อบต. ซึ่งมีจำนวนทั้งสิ้น 5,300 แห่ง โดยจัดเลือกตั้งพร้อมกันครั้งเดียวทั่วประเทศ (76 จังหวัด) เพื่อให้ผู้มีสิทธิเลือกตั้งในพื้นที่ อบต. แต่ละแห่งเลือกตัวแทนของตน ได้แก่ นายก อบต. และสมาชิกสภา อบต. (ส.อบต.)
บทความวิชาการนี้มีวัตถุประสงค์เพื่อนำเสนอ 1) ความคาดหวังของสังคมไทยต่อการเลือกตั้ง อบต. ซึ่งได้รับการพัฒนามากกว่าในอดีต คนรุ่นใหม่ไปใช้สิทธิเลือกตั้ง มีการตื่นตัวทางการเมือง มีการแข่งขันสูงกว่าทุกครั้ง ผู้ชนะเลือกตั้งไม่เป็นเครื่องมือของกลุ่มใด โครงการที่ดีจะได้รับการสานต่อ มีการกระจายอำนาจอย่างจริงจัง และท้องถิ่นเข้มแข็ง 2) ภาพสะท้อนจากการเลือกตั้ง อบต. คือ ซึ่งมีทั้งภาพสะท้อนเชิงบวกและภาพสะท้อนเชิงลบ และ 3) แนวทางแก้ไขการเลือกตั้งของ อบต. คือ เน้นคุณสมบัติของผู้สมัครลงเลือกตั้งเพื่อทำหน้าที่จริงในพื้นที่ ให้โอกาสแก่คนรุ่นใหม่โดยกำหนดอายุผู้สมัครนายก อบต. 25-30 ปี ยกเลิกการห้ามดำรงตำแหน่ง 2 สมัยติดต่อกัน เมื่อผู้ดำรงตำแหน่งบางรายสิ้นสภาพลง ให้เลือกตั้งใหม่โดยเร็วและมีวาระเท่าที่เหลืออยู่เท่านั้น ให้มีการเลือกตั้งนอกเขตและเลือกตั้งล่วงหน้าโดยใช้ระบบไอที ควรมีการเลือกตั้งที่ต่อเนื่องและมีเสถียรภาพ ควรพิจารณาทรัพยากรของ อบต. ให้เหมาะสมกับพื้นที่ และปรับปรุงระบบทะเบียนราษฎรเพื่อรองรับแนวทางดังกล่าว
