การพัฒนาเศรษฐกิจชุมชนในภาคเหนือตอนบนของไทย: ศักยภาพและบทบาทของชุมชนและรัฐในการพัฒนา

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการพัฒนาและเปลี่ยนแปลงเศรษฐกิจและสังคมชุมชนภาคเหนือตอนบน 2) ศึกษาองค์ประกอบของการเปลี่ยนแปลงเศรษฐกิจและสังคมชุมชนภาคเหนือตอนบน
3) ศึกษาปัจจัยแห่งความสำเร็จในการพัฒนาสร้างนวัตกรรมสังคมของชุมชนภาคเหนือตอนบน เป็นการวิจัย
เชิงคุณภาพ ใช้การสังเกตแบบมีส่วนร่วม ประกอบกับการสัมภาษณ์แบบเจาะลึก กับผู้นำชุมชน เจ้าหน้าที่รัฐ และผู้ที่เกี่ยวข้องในชุมชนที่เป็นผู้ให้ข้อมูลหลัก จำนวน 50 ท่าน ในพื้นที่บ้านแม่จันใต้ และบ้านผาฮี้ จังหวัดเชียงราย บ้านแม่มอก จังหวัดลำปาง ในช่วง พ.ศ. 2561 - พ.ศ. 2563
ผลการวิจัยพบว่า 1) การพัฒนาและเปลี่ยนแปลงระบบเศรษฐกิจและสังคม ในชุมชนภาคเหนือตอนบน ได้สร้างสรรค์นวัตกรรมสังคมไว้ คือ (1) เกิดผู้นำชุมชนอย่างไม่เป็นทางการ (2) มีการจัดการตนเองแบบร่วมคิดร่วม โดยใช้กฎกติกาของชุมชนบนจารีตประเพณีควบคู่ระบบกฎหมายบ้านเมือง (3) สมาชิกในชุมชนสามารถหาตลาดการค้าและสร้างแบรนด์ของตนได้เอง (4) สร้างกลไกตลาดใหม่ขายผลิตผลและบริการไปยังผู้บริโภคโดยตรง และ (5) สร้างสรรค์อาชีพงานบริการใหม่ให้กับชุมชนจากองค์ความรู้ใหม่ 2) องค์ประกอบการเปลี่ยนแปลงระบบเศรษฐกิจและสังคมชุมชนภาคเหนือตอนบน มีผลจากการเกิดแรงงานอาชีพ การเปลี่ยนระบบเศรษฐกิจสังคมเกษตรเพื่อยังชีพมาสู่การทำเกษตรเพื่อขาย โครงการหลวงที่ส่งเสริมอาชีพ การสาธารณสุขและการศึกษา และรัฐหันมาส่งเสริมเศรษฐกิจชุมชน ส่งผลให้เศรษฐกิจชุมชนหลายแห่งประสบความสำเร็จและเกิดนวัตกรรมทางสังคมใหม่ 3) ปัจจัยแห่งความสำเร็จในการพัฒนาสร้างนวัตกรรมสังคมของชุมชนภาคเหนือตอนบน โดยมี 3 ปัจจัยหลัก คือ (1) ประเทศไทยมีระบบกฎหมายและระบบโครงสร้างพื้นฐานที่ดี (2) มีการนำองค์ความรู้ใหม่เข้าสู่ชุมชนและมีการจัดการที่เหมาะสม และ (3) มีองค์ประกอบและปัจจัยสนับสนุนภายนอก
