Thailand’s Strategic Guidelines in Developing Aircraft Maintenance Industry

Abstract
The research article consisted of the following objectives: 1) to study the contexts of aircraft maintenance industry in Thailand and 2) to create the strategic guidelines for developing aircraft maintenance industry effectively and making the most benefits for the country. The study applied a mix-method research as well as the participatory action research with a sample of 20 experts involved in the maintenance industry by in-depth interviews. The experts were divided into 3 groups: 1) maintenance industry; 2) related industries, spare parts manufacturers, customers, and human resources department; and 3) government sectors and stakeholders. The results of the interviewed were vilified by focus group discussion. The research instruments included in-depth interview form. The acquired data were analyzed by statistics. The results of the study according to the 1st objective showed that government should promote the aircraft maintenance industry both in the aspect of production, utilization, and improvement of the full cycle of production, including capital management, infrastructure management, and the capacity for competition in order to sustain the production cycle on its own. The results of the study according to the 2nd objective showed that the strategic guidelines require the related organizations to create the standard for Thailand aircraft maintenance industry, air force, and government agencies in the country that are comparable to international standards such as ICAO, EASA, FAA, etc. There should also be specific laws in production and maintenance. Personnel should be developed to have more efficiency in order to be the center for regional aircraft maintenance and benefit the country with stability and progress that is equal to international standards.
