Factors Affecting the Effectiveness of the Administration in the Staff Function of the Court of Justice

Abstract

The research article consisted of the following objectives: 1) to study the effectiveness of the administration in the staff function of the Court of Justice and 2) to study the factors affecting the effectiveness of the administration in the staff function of the Court of Justice. The research article was the mixed-method using the convergent design by which the quantitative research consisted of 292 persons as a sample. The research instruments for the data collection included questionnaire. The statistics were used to analyze the linear relationship between two variables. While the qualitative research employed the semi-structured interview with the key informants as the instruments for collecting data. The qualitative data was analyzed according to the method of Miles and Huberman.


          The research results were found as follows: 1) The effectiveness of the administration in the staff function of the court of justice consisted of 4 aspects namely Personal Characteristics by which the square of the correlation coefficient (R2) was at 0.73, followed by the aspect of Administrative and Operational Policies by which the R2 was at 0.71. The aspect of Organizational characteristics had the R2 equivalent to 0.70 and the aspect of Variables on the Characteristics of the Organizational Environment had the R2 equivalent to 0.66, respectively; 2) From the factors affecting the effectiveness of the administration in the staff function of the Court of Justice, it was found that transformational leadership as well as participation had a 75% effect on the administration in the staff function of the Court of Justice. When considering the Chi-square test, it was found to be equal to 107.493, with the χ2/df ratio at 2.194 and the degree of freedom (DF) at 49. When considering the Goodness of Fit Indices (GFI) with the empirical data, it was found to be at .941. While the Adjusted Goodness of Fit Index (AGFI) was equal to .906, the Confirmatory Fit Index (CFI) was equal to .980, and the Root Mean Square Error of Approximation (RMSEA) was at .066, considered consistent with the qualitative data at the highest level.
