Guidelines for Developing Participation in Educational Institution Administration in the 21st Century of the Basic Education Commission under the Municipal Administration in Lower Northeastern Provinces Zone 2 (Sisaket, Yasothorn, Amnat Charoen, Ubon Ratchathani)

This research aimed to 1) study the level of participation in the management of 21st century educational institutions, 2) compare the participation in the management of 21st century educational institutions, and 3) study the guidelines for developing the participation in the management of 21st century educational institutions of the Basic Education Commission under the municipality in the lower northeastern provinces group 2 (Sisaket, Yasothon, Amnat Charoen, Ubon Ratchathani). Quantitative: 107 representatives of the Basic Education Commission in 3 positions: teacher representatives, community organization representatives, and qualified persons, were selected by purposive sampling. The data collection instrument was a questionnaire with a reliability of 0.989 for the whole questionnaire. The statistics used for data analysis were frequency, percentage, mean, standard deviation, t-test, and F-test. Qualitative : 12 representatives of teachers, community organizations, and qualified persons who received awards in any field at the national level or received awards for outstanding educational institution management, were selected by purposive sampling. The data collection instrument was an interview with a reliability of 0.978 for the whole questionnaire. The content analysis was an essay.
The research results found that :
1. Participation in the management of 21st century educational institutions by the committee of basic education institutions under municipalities in the lower northeastern provinces group 2 (Sisaket, Yasothon, Amnat Charoen, Ubon Ratchathani) in all 4 aspects, overall, had high opinions. When considering each aspect, it was found that academic administration had high opinions, followed by general administration, personnel administration, and budget administration, respectively.
2. The results of comparing the participation of the committee of basic education institutions under municipalities in the lower northeastern provinces group 2 (Sisaket, Yasothon, Amnat Charoen, Ubon Ratchathani) classified by the position of the committee of basic education institutions found that different positions, education levels, and experiences as committee members of basic education institutions were significant. The participation of the committee of basic education institutions under municipalities in the lower northeastern provinces group 2, overall and in each aspect, was significantly different at the 0.01 level.
3. Guidelines for developing participation in the management of 21st century educational institutions by the committee of basic education institutions under municipalities In the lower northeastern provinces group 2 (Sisaket, Yasothon, Amnat Charoen, Ubon Ratchathani) as follows : 1) Academic administration: It was found that educational institutions should create projects to develop academics or disseminate and publicize the academic operations of educational institutions to present at the meetings of the Basic Education Commission on a regular basis. 2) Budget administration: It was found that educational institutions allowed the Basic Education Commission to participate in monitoring and inspecting the budget expenditure of educational institutions and evaluating the efficiency of budget expenditure. 3) Personnel administration: It was found that educational institutions allowed the Basic Education Commission to participate in the operations. 4) General administration: It was found that educational institutions should create an annual operational plan for educational institutions to be efficient and effective. The Basic Education Commission should be invited to attend meetings.
