Hydropower Strategy, Paradigm Changed and the Attitude of the People to the Hydropower Strategy: a Case Study of 4 Southern Provinces of Lao PDR

This article has 3 objectives which are 1) to study the energy strategy of the Lao People's Democratic Republic (Lao PDR) 2) to study the changing in the energy paradigm of the Lao People's Democratic Republic and 3) to study the attitude of people in the 4 southern provinces to the electric power strategy of the Lao PDR. Research methodology were documentary research and collecting data in the field by interviewed various groups of people in the area. The results of the study show that (1) The energy strategy of the Lao People's Democratic Republic (Lao PDR) is a consequence of the Lao People's Democratic Republic's strategy of national development using "Newly Economic Mechanism (NEM) and the announcement of the energy policy to be "Battery of Asian" according to the 8th National Economic and Social Development Plan (2016-2020). (2) The Government of Laos PDR has changed the energy paradigm by promoting the conservation of natural resources, forests, rivers, streams, including the use of environmentally friendly technology, etc. while also seeking alternative energy sources or alternative energy to be able to meet the needs of the growing domestic and international consumers. And (3) people in the area still do not understand the strategy of driving policy to be The true "ASEAN Transformer" is only the awareness that dams will occur in the community only.
