The Development of Higher Educational Administration Strategic Model for Human Capital Development

Abstract

          The purpose of this study was to determine the component of the model and analyze data and formulate strategies, it also suggestion a success factors for higher educational  administration for development human capital. The SIPOC model was used in the study to serve in stage higher educational institutions. The unit of analysis was vocational collegeses institute of vocational education. Data collecting were semi structured interview, analyzed data with S W O T, content analysis, and Delphi Techniques included descriptive statistics.

          Based on the finding of this  study, it was  concluded that higher education administration model for developing human capital that can support the entry  into the ASEAN Economics Countries, according to the free flow moving labor policy.The elements must have the context , namely, vision mission and value of higher education institutions in accordance with the era.A strategic planning in the productivities process were five Strategies including : 1) Strategies to improve  quality  management/academic quality; 2) Developing curriculum in accordance with professional standards; 3) Innovative learning through information and communication technologies; 4) Preservation of Thai wisdom and identify; and                    5) Production of graduates with skills , knowledge, and abilities. To improve model by context with strategie of higher educational managemeant for human capital development was developed as C SIPOC F. And the success factor for the model and  strategy was supported in integrate on relationship between the system as a reasonable.it was possible actual results toward benefits to human capital development, altogether support and competition with entry into the ASEAN Economic Community as of free flow movement labor policy.
