ภาษารัสเซียกับการสร้างชุดความคิดเชิงยุทธศาสตร์ในเวทีโลก: การวิเคราะห์วาทกรรมเชิงนโยบายของรัฐบาลรัสเซีย

บทคัดย่อ
บทความวิจัยฉบับนี้มุ่งศึกษาการสร้างชุดความคิดเชิงยุทธศาสตร์ของภาษารัสเซียในเวทีระหว่างประเทศในวาทกรรมเชิงนโยบายของรัฐบาลรัสเซีย โดยใช้แนวคิดวาทกรรมวิเคราะห์เชิงวิพากษ์ของแฟร์คลัฟมาเป็นกรอบในการศึกษา และวิเคราะห์ผ่าน 3 มิติตามวัตถุประสงค์ของการศึกษาได้แก่ มิติที่ 1 เพื่อศึกษาวิถีปฏิบัติทางวาทกรรมของเอกสารทางการของรัสเซีย มิติที่ 2 เพื่อศึกษาตัวบทในวาทกรรมรัฐที่สำคัญในการสร้างชุดความคิดเชิงยุทธศาสตร์ของภาษารัสเซียในต่างประเทศด้วยกลวิธีทางภาษาต่าง ๆ และมิติที่ 3 เพื่อศึกษาวิถีปฏิบัติทางสังคมและวัฒนธรรมของวาทกรรมรัฐดังกล่าว ข้อมูลประกอบการศึกษามาจากเอกสารทางการของรัฐที่เกี่ยวข้องกับฝ่ายบริหารและฝ่ายปฏิบัติการในการส่งเสริมภาษารัสเซียในต่างประเทศ ผลการศึกษาพบวาทกรรมรัฐที่เกี่ยวกับภาษารัสเซียในต่างประเทศ 4 วาทกรรมหลัก ประกอบไปด้วย 1. ภาษารัสเซียในฐานะเครื่องมือทางภูมิรัฐศาสตร์และอำนาจละมุน 2. ภาษารัสเซียในฐานะภาษาแห่งความร่วมมือและการบูรณาการในเครือรัฐเอกราช 3. ภาษารัสเซียในฐานะสิ่งที่ใช้ปกป้องอัตลักษณ์และสิทธิของเพื่อนร่วมชาติในต่างแดน และ 4. ภาษารัสเซียในฐานะภาษาแห่งโอกาสและความก้าวหน้าในระดับสากล โดยมีการใช้กลวิธีทางภาษา ได้แก่ การใช้วัจนกรรม การใช้คำศัพท์ การใช้มูลบท การใช้อุปลักษณ์ การใช้สหบท การอ้างถึง การใช้ข้อมูลทางสถิติ กลวิธีการสร้างวาทกรรมต่าง ๆ ช่วยส่งเสริมการใช้ภาษารัสเซียในหมู่ชาวต่างชาติและผู้สื่อสารภาษารัสเซียในต่างประเทศ ตลอดจนปกป้องอัตลักษณ์ของรัสเซียในต่างประเทศให้มากขึ้น ท่ามกลางการแข่งขันทางภูมิรัฐศาสตร์ในโลกหลายขั้วอำนาจ
