Components and Guidelines for Building an Innovation Culture in Secondary Schools Under the Office of the Basic Education Commission

Abstract

This article aims 1) to study the components of creating an innovation culture in organizations and 2) to study the guidelines for creating an innovation culture in secondary schools. The research design was a mixed-method research using quantitative and qualitative research. The sample consisted of 342 school administrators and 5 key informants, including 1) public and private school administrators. There were 2 research instruments: 1) questionnaires and 2) semi-structured interviews. Quantitative data were analyzed using frequency, percentage, arithmetic mean, standard deviation, and confirmatory factor analysis (CFA). Qualitative research was used for analysis.


The research results found as follows:


  1. Elements in creating an innovation culture in an organization include: 1) Strategy, vision, and mission, consisting of 10 indicators; 2) Leadership, consisting of 8 indicators; 3) Organizational structure, consisting of 7 indicators; 4) Communication, consisting of 7 indicators; 5) Cooperation and teamwork, consisting of 9 indicators; 6) Incentive and reward systems, consisting of 10 indicators.

  2. There are 6 guidelines for creating an innovation culture in secondary schools.

The findings from this research are that school administrators under the Office of the Basic Education Commission The guidelines for creating an innovation culture found in this research can be applied in schools to develop the quality of students to have important characteristics and skills.
