Guidelines for Strengthening the Quality of Life by Creating Employment Opportunities for Persons with Disabilities in Rai Khing–Ban Rai Community, Rai Khing Municipality, Sam Phran District, Nakhon Pathom Province

Abstract
This article has three objectives: (1) to analyze the management of benefits for persons with disabilities in the Rai Khing–Ban Rai community, (2) to develop mechanisms for creating employment opportunities for persons with disabilities, and (3) to enhance their quality of life toward greater self-reliance. The study employed a qualitative research methodology, using the concepts of community-based rehabilitation (CBR) and the empowerment of persons with disabilities as the research framework. The study was conducted in the Rai Khing–Ban Rai community with a purposive sample of 30 participants, including persons with disabilities, family members, community leaders, and local officials. Data collection tools consisted of semi-structured interviews, participant observation, and focus group discussions, and the data were analyzed through content analysis.
The findings revealed that:
- Management of benefits: Persons with disabilities in the community still lacked comprehensive access to healthcare, education, vocational training, and welfare as mandated by Thai law, while also facing limitations in mobility and awareness of their rights.
- Employment mechanisms: The development of vocational training programs tailored to individual potential, the creation of networks with entrepreneurs and labor markets, and the support from Rai Khing Municipality played an important role in leading to real employment. However, adjustments in employers’ attitudes and an enabling environment were also necessary.
- Quality of life enhancement: Registration of persons with disabilities, promotion of access to welfare, vocational skill development, and community awareness were crucial components that empowered persons with disabilities to achieve self-reliance and participate in the community with dignity.
The study highlights that qualitative research is effective in capturing the voices and lived experiences of persons with disabilities, leading to practical recommendations that emphasize the participation of persons with disabilities, their families, and local stakeholders. Building networks and promoting local policy advocacy are essential mechanisms for expanding employment opportunities and improving the quality of life of persons with disabilities in the community.
