The Model for Developing the Potential of Volunteer-Minded Government Officials for Social Service in Kham Thale So District, Nakhon Ratchasima Province

Abstract
This research aims to: 1) design a knowledge package for developing social volunteerism among government officials in Kham Thale So District; 2) enhance the capacities of local government officials as social volunteers; and 3) evaluate the success of volunteer-based community development activities. The study employed Participatory Action Research (PAR), using Kolb's experiential learning theory and capacity development concepts as the research framework. The study area was Kham Thale So District, Nakhon Ratchasima Province. The purposively selected sample consisted of 30 local government officials and community leaders. Research instruments included semi-structured interviews, pre-post knowledge and satisfaction questionnaires, and observation checklists. Data were analyzed through content analysis and descriptive narrative to examine changes in behavior, attitudes, and local impacts.
The findings revealed that: 1) a four-module knowledge package was developed, covering (a) basic knowledge of volunteerism, (b) communication skills, (c) participatory project management, and (d) professional ethics; 2) the training process contributed to positive changes in participants’ attitudes, skills, and behaviors, including hands-on community engagement and the ability to initiate volunteer activities responsive to local needs; and 3) the evaluation showed high satisfaction from community members (average score 4.58 out of 5.00), and increased confidence and capacity among officials in planning and executing volunteer activities.
The study underscores the importance of tailored knowledge development, experiential learning, and genuine community participation in strengthening public service delivery. It also highlights how fostering intrinsic motivation and volunteer spirit among civil servants can enhance long-term relationships between the state and citizens and build stronger, more resilient communities.
